Article 1: In order to conscientiously implement the "Constitution of the People's Republic of China" and the "Law of the People's Republic of China on Regional Ethnic Autonomy", fully implement the party's ethnic language policy, and effectively guarantee The equal status of Mongolian and Chinese characters in our region, giving full play to the role of Mongolian language and writing in serving our region’s reform, opening up, and economic construction, so that the use of both Mongolian and Chinese characters in the social market of the region can be accurate, standardized, and standard, and these measures are formulated . Article 2 Social market words (words) refer to the organs, people’s organizations, enterprises and institutions at all levels within the autonomous region (including foreign-funded enterprises, collective enterprises and individual industrial and commercial households), the armed forces and the central and other provinces and regions stationed in our region. The name of the unit needs to be publicly known and expressed in words, including plaques, official seals, document headers, envelopes, stationery, monograms, announcements, bills, certificates, instructions, business licenses, certificates, banners, timetables, motor vehicles, etc. It must be written in both Mongolian and Chinese characters; bulletin boards, slogans, advertisements, product manuals, trademarks, decorations, schedules, price tags, boundary signs, guide signs, traffic signs, etc. must also reflect the national characteristics and gradually become Mongolian. Both Chinese and Chinese characters are used together. Article 3 The writing and hanging of characters (characters) used in the social market shall be according to the following regulations:

(1) Mongolian characters written horizontally at the top and Chinese characters at the bottom, or Mongolian characters at the front and Chinese characters at the back;

(2) Mongolian characters are written vertically on the left and Chinese characters are on the right;

(3) Circular writing is from left to right, with Mongolian characters on the outer ring and Chinese characters on the inner ring , or Mongolian characters are on the upper half of the ring and Chinese characters are on the lower half;

(4) Mongolian and Chinese characters are written on two plaques respectively, with the Mongolian plaque hanging on the left and the Chinese plaque hanging on the right, or The Mongolian plaque is hung on the top and the Chinese plaque is hung on the bottom.

The nameplates of leading comrades with Chinese inscriptions (words) must also use both Mongolian and Chinese characters, and be arranged according to the above regulations.

The font sizes and raw materials of both Mongolian and Chinese characters used in writing, engraving, and production must be equal and unified. Article 4 The Mongolian language work departments at all levels in the autonomous region are functional departments of the people's government (administrative office) at the same level and are the management agencies of Mongolian language. Mongolian language work departments at all levels must do a good job in guiding, managing, inspecting, and supervising the language used in the local society, and be responsible for designating units that are responsible for the translation, writing, and production of the language used in the market. Article 5 League cities and banner counties (urban areas) should set up a social and market writing (character) leading group led by the Mongolian language department and attended by heads of industry and commerce, taxation, transportation, public security and other units to conduct social and market use of the region. Use text (words) for unified management. Article 6 State agencies, people's organizations, enterprises and institutions at all levels shall designate institutions or personnel to be responsible for the management of the writing (words) used in the social market of their own units. Article 7 Without permission from the Mongolian language department, no organization or individual may undertake translation, writing, production of Mongolian plaques, engraving, etc. Article 8 When engraving an official seal, the public security department will not go through the approval procedures without the translation being approved by the local Mongolian language department; TV stations at all levels will not publicize and report scenes of social market activities that do not use Mongolian and Chinese in a standardized way; industrial and commercial administration When applying for business licenses, departments must carefully ensure the use of both Mongolian and Chinese characters; the traffic supervision department will not conduct annual inspections on motor vehicles that do not have both Mongolian and Chinese characters or whose writing is irregular; printing manufacturers must ensure that both Mongolian and Chinese characters are not used together; Document headers, envelopes, stationery, certificates, certificates, etc. shall not be printed. Article 9 Those who comply with these regulations and make outstanding achievements will be commended or rewarded. Article 10 Anyone who fails to use Mongolian in accordance with the provisions of these Measures shall be ordered by the local Mongolian language department to make corrections within a time limit. Anyone who engages in social Mongolian translation, writing, or production without designation will be ordered by the local Mongolian language department in conjunction with the industrial and commercial administration department to stop business, confiscate the illegal income, and may also impose a fine of not more than one time of the illegal income. If the circumstances are serious, The business license shall be revoked by the industrial and commercial administration department. Article 11: The specific application issues in the implementation of these measures shall be explained by the Mongolian language department of the autonomous region.
