According to Article 6 of the "Regulations on the Administration of Foreign Labor Cooperation", those who apply for foreign labor cooperation business qualifications must meet the following conditions:

(1) Meet the conditions of an enterprise legal person;

(2) The paid-in registered capital shall not be less than RMB 6 million;

(3) There shall be more than 3 managers who are familiar with foreign labor cooperation business;

(4) Have a sound internal management system and emergency response system;

(5) The legal representative has no intentional criminal record.
