With global warming and the increase in various unfavorable forest fire prevention factors, the situation faced by forest fire prevention work in our region is becoming increasingly severe. Therefore, forest fire prevention work must resolutely overcome laxity and paralysis, and must Adhere to the methods and measures that have been effective in forest fire prevention publicity work in previous years, continue to increase the publicity and education of relevant laws and regulations on forest fire prevention, effectively enhance the national awareness of laws and regulations and prevention awareness of forest fires, and make forest fire prevention publicity "enter schools and communities" , enter construction units, enter villages", make it a household name and everyone knows it. 3. Adhere to prevention first and strengthen fire source management. Forest fire prevention must adhere to the policy of "prevention first, active elimination" and the idea of ??"people-oriented, scientific fire fighting". It is necessary to grasp with both hands at the same time, one for prevention and the other for rescue. Both hands must be strong. During the period of forest fire prevention, it is necessary to strengthen the management of wild fire sources, focus on prevention in key areas and mountain entrances, and arrange for dedicated guards; various fire approval systems must be strictly implemented, preventive measures must be implemented one by one, and unauthorized use of fire in forest areas must be strictly enforced. Those who use fire must be severely investigated and dealt with in accordance with relevant regulations. When a forest fire is discovered, any unit or individual has the responsibility and obligation to actively participate in fire extinguishing and report immediately to the local government and forestry authorities, so as to "fight early, fight small, and fight" to effectively curb the occurrence of forest fires.

During the critical period for forest fire prevention, it is strictly prohibited to engage in production activities such as logging and transporting beam wood, lower paddle wood, Qinggang firewood, and bamboo; it is strictly prohibited to reclaim forest land, deforestation, go hunting in the mountains, and collect understory resources; It is strictly prohibited for undocumented personnel to enter the mountains to engage in all operations. In particular, local people who go to the mountains to graze must be registered by the township government and village committee; it is strictly prohibited to conduct live-fire drills, blasting, surveys and other activities in the forest area. At the same time, it is strictly forbidden to set off fireworks and firecrackers. Management, it is strictly prohibited to hold bonfire parties, picnics and other activities in the forest area to prevent domestic fires from causing wildfires. Fire prevention publicity and supervision at various tourist attractions and tourist routes are the responsibility of the organizer. 4. Strengthen organizational leadership and fully implement all tasks. The main leaders of governments at all levels and the main persons in charge of forestry departments must conscientiously perform their duties as the first person responsible for forest fire prevention and the main person responsible, and sign a forest fire prevention target responsibility letter at all levels. Implement a hierarchical and divided responsibility system for leaders at all levels, and forest fire prevention must be included in township regulations and civil agreements. Once a forest fire breaks out, leaders of governments at all levels, forest fire prevention headquarters and relevant departments must rush to the scene immediately to organize firefighting. For those who violate regulations and cause forest fires, not only the perpetrators must be held accountable, but the relevant leaders must also be held accountable for their administrative and legal responsibilities as appropriate. During the forest fire prevention period in the region, governments at all levels and forestry authorities must conscientiously implement a series of important instructions from the Party Central Committee and the State Council on forest fire prevention work. According to the 2007 National Autumn and Winter Forest Fire Prevention Work Conference and the Region-wide Forest Fire Prevention Work Conference Requirements: Fully understand that forest fire prevention is of special importance to the overall situation of social harmony and stability, resource security, people's life and property safety, and forestry development. Based on reality and local conditions, forest fire prevention should be included in all work. Pay close attention to the top priority. It is necessary to ensure forest fire prevention publicity and firefighting funds, and actively carry out comprehensive maintenance of material reserves and fire-fighting machinery and other equipment to ensure fire prevention and fire-extinguishing needs; the Tibetan Forest Force of the Armed Police must enter a high degree of combat status, personnel, vehicles, fire-fighting machinery, etc. An on-site and intact rate of 90% must be achieved, and forest fire prevention headquarters at all levels must be coordinated to effectively carry out forest fire prevention work in our district; various professional and semi-professional fire fighting teams in various localities and counties, as well as township (town)-level forestry The fire prevention commando team must make all preparations for fire prevention and fire extinguishing in advance. Once a forest fire occurs, departments such as meteorology, transportation, civil affairs, public security, health, post and telecommunications, etc. should proactively do relevant work. Forestry area cadres, people, garrisons, merchants and outsiders should actively engage in fighting forest fires under the unified organization of forest prevention command departments at all levels, effectively achieve joint defense and coordination between the party, government, military, police and civilians, and resolutely curb casualties. occurrence of forest fires to ensure that losses from forest fires are minimized.

5. Strictly implement the forest fire reporting system and strengthen the investigation and handling of forest fire cases. Governments at all levels and forest fire prevention headquarters must report forest fires that occur in their respective jurisdictions in a timely, accurate and level-by-level manner in strict accordance with relevant regulations; At the same time, the situation of forest fire fighting must be reported at any time; no news shall be blocked, false reports, concealed reports, late reports, or refusals to report; those who cause false reports, concealment, late reports, or refusals to report, causing losses to national forest resources, shall be held accountable; During the forest fire prevention period, forest fire prevention departments at all levels must be on duty 24 hours a day, forest fire prevention radio stations must be turned on on time every day, and leaders must be in charge during critical fire prevention periods. Once a fire breaks out, the forest police will form a task force together with the local public security department to investigate and deal with forest fire cases strictly and quickly in accordance with the law, and announce them to the public in a timely manner, so as to handle one, warn one, and educate one.
