1. 2. Hubei Province started with popular science propaganda to promote primary prevention of tumors. The survey shows that the awareness rate of core knowledge of tumor prevention and treatment among residents in the whole province reached the expected goal (≥70%) in 20021year. Starting with early diagnosis, early treatment and early screening, the secondary prevention work has been promoted. In 20021year, 33 cities and counties in the province undertook 1-2 national major public health tumor screening and early diagnosis and treatment projects, including early diagnosis and treatment of urban tumors and early diagnosis and treatment of rural tumors. 3. Hubei Province will focus on the five aspects of "prevention, screening, management, treatment and research" of the "March 23" attack, follow the principle of "early prevention, early detection and early treatment", and on the basis of strengthening the popularization of anti-cancer knowledge, focus on strengthening anti-cancer screening, early diagnosis and early treatment, and comprehensively promote tumor prevention and treatment.

4. Combine medical treatment with prevention, and actively promote cancer screening and early diagnosis and treatment. Guide medical institutions above the second level to establish a working mechanism for cancer risk assessment services, and accelerate the early screening of cancer in areas with high incidence of malignant tumors in our province. Implementation of the province's 35-64-year-old urban and rural women cervical cancer free screening project, to encourage qualified areas (units) to carry out breast cancer screening. Twenty-three hospitals were selected to take the lead in the pilot work of early cancer screening clinics to provide high-quality cancer risk assessment and anti-cancer physical examination services for the masses. Strengthen supervision, establish and improve the "four-in-one" tumor registration and reporting system of "overall planning by health and wellness committees, reporting by medical institutions at or above the second level, review and management of disease control, and follow-up by primary medical institutions", strengthen the information construction of tumor prevention and control, fully implement the graded management of clinical application of anticancer drugs, and strengthen the management of prescription rights of anticancer drugs doctors.

5. Highlight the key points and comprehensively strengthen the standardized diagnosis and treatment management of tumors. At present, there are 86 demonstration wards and standardized treatment wards for cancer pain in Hubei Province, and it is planned to create 15 standardized treatment wards for cancer pain this year. By 2023, all counties (cities, districts) in the province will have at least one second-class medical institution to become a standardized treatment ward for cancer pain. In addition, medical institutions will be guided to strictly implement the norms and clinical pathways of tumor diagnosis and treatment, actively implement the "single-disease, multidisciplinary" combined treatment model, carry out medical social workers and volunteer services, and improve the quality control and management level of tumor diagnosis and treatment by carrying out standardized tumor diagnosis and treatment tours, sampling medical records, and strengthening quality control inspection of tumor radiotherapy, while strengthening the capacity building and personnel training of medical technology application.

Article 48 Drug packaging shall meet the quality requirements of drugs and be convenient for storage, transportation and medical use. Chinese herbal medicines should be packed when transported. Article 49 Drug packaging shall be printed or labeled with instructions in accordance with regulations. Labels or instructions shall indicate the general name, ingredients, specifications, marketing license holders and their addresses, manufacturers and their addresses, approval number, product batch number, production date, expiration date, indications or functional indications, usage, dosage, contraindications, adverse reactions and precautions. The words in the labels and instructions should be clear, and the production date, expiration date and other matters should be clearly marked for easy identification. Article 50 Holders of drug marketing licenses, pharmaceutical production enterprises, pharmaceutical trading enterprises and staff in medical institutions who are in direct contact with drugs shall undergo health examination every year. Persons suffering from infectious diseases or other diseases that may contaminate drugs shall not engage in direct contact with drugs.
