Regulations of Guizhou Province on National Common Language and Characters

Article 1 In order to promote the standardization of national spoken and written languages and give full play to the role of spoken and written languages in economic and social exchanges, these Regulations are formulated in accordance with the provisions of the Language and Written Law of People's Republic of China (PRC) and other relevant laws and regulations, combined with the actual situation of this province. Article 2 These Regulations shall apply to the use and management of the national common language within the administrative area of this province. Article 3 The national common language as mentioned in these Regulations refers to Putonghua and standardized Chinese characters. The use of the national common language shall conform to the norms and standards promulgated by the state.

The people's governments at or above the county level shall, in accordance with the norms and standards of the national common language, organize relevant departments to inspect and evaluate the use and management of the national common language within their respective administrative areas. Article 4 People's governments at all levels shall take measures to popularize Putonghua and standardize Chinese characters, and provide necessary working conditions and financial guarantee. Article 5 The third week of September each year shall be the publicity week for promoting Putonghua in this province. People's governments at or above the county level and relevant departments shall organize publicity activities. Sixth provincial people's government language department is responsible for the management and supervision of the province's national common language work. The language and writing departments of the municipal and state people's governments, the regional administrative offices and the people's governments at the county level shall be responsible for the management and supervision of the national common language and writing work within their respective administrative areas.

Other relevant departments are responsible for the work related to the national common language and writing within their respective functions and duties. Article 7 The educational supervision departments of the people's governments at or above the county level shall incorporate the promotion of Putonghua and the standardization of Chinese characters into the contents of educational supervision and school evaluation.

Schools and other educational institutions shall incorporate the promotion of Putonghua and standardized Chinese characters into the basic content and daily management of education and teaching. Article 8 All ethnic groups have the freedom to use and develop their own spoken and written languages. Encourage and support ethnic minorities to learn and use the national common language.

The use and development of minority languages should be implemented in accordance with the provisions of relevant laws and regulations. Article 9 Putonghua is the basic language in the following situations:

(1) Official activities of state organs;

(2) Educational and teaching activities of schools and other educational institutions;

(3) Broadcasting, hosting and interview activities of radio stations and television stations, and production of movies, TV series, Chinese audio-visual products and audio-visual publications;

(four) business, finance, tourism, culture, sports, health, railways, civil aviation, transportation, postal services, telecommunications and other public service industries directly facing the public;

(five) meetings, exhibitions, celebrations and other activities;

(6) Other circumstances stipulated by laws and regulations.

Except that laws and regulations stipulate that minority languages, dialects and foreign languages can be used. Article 10 The following persons born after 10 0954+65438+65438 shall take the Putonghua proficiency test, and their Putonghua proficiency shall meet the following standards:

(four) the announcers and presenters of radio stations and television stations should reach the level of one or two or above. Among them: the announcers and program hosts of provincial radio stations and TV stations should reach the first-class and first-class level;

(five) the employees who directly serve the public in the public service industry should reach the level of three or above. Among them: personnel engaged in broadcasting, commentary, telephone service, tour guide, etc. Should reach the level of class II and above.

Those who fail to meet the grade standards specified in the preceding paragraph shall be worked out by the language and writing departments of the people's governments at or above the county level in conjunction with relevant departments, organize training and meet the standards regularly. (six) public facilities, advertisements, slogans, nameplates, signs, signs and other words;

(eight) the words used in the packaging and description of goods;

(nine) the words used in meetings, celebrations, exhibitions and other activities;

(ten) other circumstances stipulated by laws and regulations.

Unless otherwise stipulated by laws and regulations, if it is really necessary to use traditional Chinese characters, variant Chinese characters, minority languages or foreign languages, standardized Chinese characters shall be used for marking or marking at the same time.
