What does Xi's garbage classification mean?

Xi' an garbage classification refers to

Classification, delivery, collection, transportation, disposal and related management activities of domestic waste within the administrative area of Xi. Provisions on the management of catering waste (including waste edible oil) shall be formulated separately.

Xi's domestic waste is divided into the following four categories:

(1) Recyclable means domestic garbage suitable for recycling;

(2) harmful waste refers to domestic garbage that directly or potentially endangers human health or the natural environment;

(3) Kitchen waste refers to perishable organic domestic waste generated by families, restaurants and bazaars;

(4) Other garbage refers to other domestic garbage except recyclables, hazardous wastes and kitchen garbage.

Xi implements the system of responsible person for classified management of domestic waste. The responsible person is determined according to the following provisions:

(a) the office and self-management area of organs, enterprises and institutions, social organizations and other units, and this unit is the responsible person;

(two) urban residential areas, the implementation of property management, property services companies as the responsible person; Without the implementation of property management, the community residents' (village) committees are responsible persons;

(3) In rural residential areas, villagers' committees are responsible persons;

(four) the construction site, the construction unit is responsible for; If the construction is not started or stopped, the construction unit shall be the responsible person;

(five) bazaars, shopping malls, exhibitions, catering services, shops and other places of business, business units or management units as the responsible person; There is no business unit or management unit, and the property owner is the responsible person;

(six) roads, squares, parks, rivers and lakes, public green spaces, tourist attractions, airports, passenger stations, bus stations, rail transit stations, culture, sports, entertainment and other public places, with business units or management units as responsible persons;

In accordance with the provisions of the preceding paragraph, it is still impossible to determine the responsible person for the classified management of domestic garbage, and the responsible person shall be determined by the local town people's government and the sub-district office.

The person responsible for the management of domestic waste classification and delivery shall comply with the following provisions:

(a) to formulate the daily management system of domestic waste classification;

(2) Establish a management ledger to record the type, quantity and destination of domestic garbage generated in the management area;

(three) to carry out the knowledge propaganda of domestic waste classification at the delivery point, post the classification standards, guidelines and other graphic materials, distribute publicity materials, and guide the delivery person to deliver in a classified manner;

(4) Standardizing the setting of classified collection containers for domestic garbage, keeping the collection containers in good condition and cleanliness, and timely maintaining, replacing, cleaning or supplementing them if they are found to be soiled or insufficient in quantity;

(five) clear the time and place of different kinds of domestic waste, and collect and store domestic waste in categories;

(six) the collection and transportation of domestic garbage by qualified units;

(seven) to advise and stop the behavior that does not meet the delivery requirements; Still not classified according to regulations, report to the local city management department;

(eight) to stop the behavior of mixed with classified domestic garbage;

(nine) other provisions of the state and provinces and cities.
