(1) Violating the provisions of Paragraph 1 of Article 17 of these Regulations and failing to submit the driving operation plan to the Municipal Public Transport Management Office for record;
(2) Violating the provisions of Article 20 of these Regulations by failing to submit Arranging for pick-up and drop-off at designated stations or approved taxi stations;
(3) Violating the provisions of Article 25 of these Regulations, failing to charge in accordance with the approved operating charging standards, and failing to issue an equivalent amount after charging Ticket vouchers or general travel tickets are refused;
(4) Violating the provisions of Article 28 of these Regulations, within two consecutive months, the operator’s driver, conductor, and dispatcher violation rate exceeds Two percent.
If an operator commits any of the following acts, the Municipal Public Transport Management Office shall order it to make corrections or make corrections within a time limit, and may impose a fine of not less than 1,000 yuan but not more than 10,000 yuan:
(1) ) Violates the provisions of Article 21 of these Regulations and terminates operations without authorization;
(2) Violates the provisions of Paragraph 1 and Paragraph 2 of Article 22 of these Regulations and implements operational adjustments without authorization;
(3) Violating the provisions of Article 23, Paragraph 1 of these Regulations by failing to publicly announce the operation adjustments;
(4) Violating the provisions of Article 24 of these Regulations , do not obey the unified dispatch of the Municipal Public Transport Management Office.
Article 47 If any of the following acts is committed, the Municipal Public Transport Management Office shall order the perpetrator to make corrections or make corrections within a time limit, and may impose a fine of not less than 2,000 yuan but not more than 20,000 yuan:
(1) In violation of the provisions of Paragraph 5 of Article 32 of these Regulations, the operator closes the station facilities without authorization or transfers them to other uses.
(2) In violation of the provisions of Paragraph 2 of Article 33 of these Regulations, the operator fails to set up vehicle dispatching and waiting facilities at the starting and ending stations of the line as required.
(3) Violating the provisions of Article 34 of these Regulations, the operator fails to set up stop signs as required.
(4) Violating the provisions of paragraph 2 of Article 35 of these Regulations and failing to maintain the order of site operations.
(5) Violation of the provisions of Paragraph 1 of Article 36 of these Regulations, the location, area, and color of advertisements placed on operating vehicles by operators do not comply with the requirements for the operation and management of public buses and trams. .
(6) Violating the provisions of Paragraph 2 of Article 36 of these Regulations, playing audio advertisements or distributing written advertisements in the carriage.
(7) Violating the provisions of paragraphs 3, 4 and 5 of Article 37 of these Regulations and endangering the safety of tram power supply facilities. If the perpetrator's illegal behavior causes property losses, he shall also be liable for compensation.
Article 48 The Municipal Transportation Bureau and the Municipal Public Transport Management Office shall establish and improve the supervision system for the law enforcement of passenger transport supervision and inspection personnel. If the directly responsible supervisors of the Municipal Transportation Bureau and the Municipal Public Transport Management Office and other directly responsible personnel neglect their duties, abuse their powers, or practice favoritism for personal gain, they shall be subject to administrative sanctions by their units or superior authorities in accordance with the law; if a crime is constituted, criminal liability shall be pursued in accordance with the law.
Article 49 If the parties concerned are dissatisfied with the specific administrative actions of the Municipal Transportation Bureau or the Municipal Public Transport Management Office, they may file a lawsuit in accordance with the "Administrative Reconsideration Law of the People's Republic of China" or the "People's Republic of China Administrative Reconsideration Law" According to the provisions of the Administrative Litigation Law of the People's Republic of China, apply for administrative reconsideration or initiate administrative litigation.
If a party fails to apply for reconsideration of a specific administrative action within the time limit, does not file a lawsuit, and fails to perform the action, the Municipal Transportation Bureau or Municipal Public Transport Management Office that made the specific administrative action may apply to the People's Court for compulsory execution.
Chapter 7 Supplementary Provisions
