Article 2: All units and individuals in the restricted dog-raising areas of this city shall abide by these regulations.

Article 3 The restricted dog-raising areas in this city are the eastern urban area, the central urban area, the western urban area, the area within the second ring road in the suburbs, the Dashu Mountain Tourist Area, Luogang Airport, and the built-up area of ??the development zone.

Article 4: The municipal public security department is the competent department responsible for restricting dog breeding in this city. Municipal animal husbandry, industry and commerce, city appearance, health and other departments should do their work according to their respective responsibilities.

The district, township (town) people's governments, sub-district offices, and residents (village) committees assist relevant functional departments in the management of dogs within their jurisdiction.

Article 5: Each household in the dog breeding area is restricted to only keeping one small ornamental dog, and it is prohibited to keep aggressive dogs and large dogs. Except as otherwise provided in these Regulations.

The classification of aggressive dogs, large dogs and small ornamental dogs shall be determined and announced by the municipal public security department in conjunction with the municipal animal husbandry and veterinary administrative department.

Article 6 Individuals in restricted dog breeding areas who apply to raise small ornamental dogs must meet the following conditions:

(1) Have a permanent residence or temporary residence in this city;

(2) Have full capacity for civil conduct;

(3) Live in a single family.

Article 7: The dog breeding license system is implemented in restricted dog breeding areas. Without approval and registration, no unit or individual is allowed to keep dogs.

Article 8 restricts individuals in dog breeding areas from raising small ornamental dogs, scientific research units to keep scientific research experimental dogs, performance groups to keep performance prop dogs, key protection units to keep guard dogs, and blind people to keep guide dogs and Disabled people who cannot take care of themselves should submit an application to the local police station for raising a disability assistance dog. After review and approval, they should go to the animal epidemic prevention supervision agency affiliated to the municipal animal husbandry and veterinary administrative department for dog health examination and vaccination. After receiving the "Dog Immunity Certificate" issued by the management department, register with the municipal public security department and receive the "Dog Breeding Permit" and dog license.

Special dogs raised by the military, public security and other departments shall comply with relevant national regulations.

Article 9: Implement an annual dog inspection and registration system. Dog owners must go to the municipal public security department for annual inspection and registration with the dog's health examination and vaccination certificate issued by the animal epidemic prevention supervision agency.

Article 10: Approved individuals must pay registration fees and annual inspection registration fees in accordance with regulations. The charging standards are formulated by the Hefei Municipal People's Government in accordance with relevant regulations.

Scientific research experimental dogs, performance prop dogs, guard dogs, guide dogs and disability assistance dogs raised by units and individuals listed in Article 8 are exempt from registration fees and annual inspection registration fees.

Article 11: The dog registration fees and annual inspection registration fees collected by the municipal public security department shall be fully handed over to the municipal finance and used for social welfare undertakings. The expenses required for restricting dog-raising work shall be allocated from the municipal finance.

Article 12 Foreigners who bring small ornamental dogs into the city’s restricted dog-raising areas must carry a dog-raising permit issued by the local public security department or a dog-raising license issued by the local animal epidemic prevention supervision agency at or above the county level in accordance with regulations. Those who enter this city for temporary residence must apply for a dog permit from the municipal public security department in accordance with regulations.

Outsiders are not allowed to bring aggressive dogs or large dogs into restricted dog-raising areas in this city.

Article 13 If a registered dog is sold, donated, renewed, lost or dies, the dog purchaser, recipient or dog owner shall go to the public security department to handle the transfer within 30 days. , Verify registration or cancellation procedures.

Article 14 It is prohibited to engage in commercial dog breeding in restricted dog breeding areas.

Article 15 Units and individuals approved to raise dogs shall abide by the following regulations:

(1) Regularly go to the municipal animal epidemic prevention supervision agency to inject dogs with rabies and other vaccines ;

(2) Keeping dogs shall not endanger the interests of the public or interfere with other people’s normal life, work and study;

(3) Dogs shall not be brought into institutions, schools, or Hospitals and shopping malls, restaurants, bathhouses, stadiums, dance halls and other public places;

(4) Dogs are not allowed to ride on public transportation;

(5) When taking a small ornamental dog out of the house, the dog must be tagged, on a leash, and led by an adult;

(6) Responsible for immediately removing the feces excreted by the dog outdoors.

Article 16 Stores, hospitals (clinics) and dog trading markets that serve dogs must go through registration procedures in accordance with the law.

Dog traders must hold a "Dog Breeding Permit" before they can enter the dog trading market for transactions.

Article 17 When a dog injures another person, the dog owner or manager shall immediately send the victim to the local health and epidemic prevention station or hospital for diagnosis, treatment and epidemic prevention, and shall bear legal liability in accordance with the law.

Article 18: When an unit or individual discovers that a dog they are raising exhibits rabies symptoms, it should immediately kill it and report it to the animal husbandry and veterinary administrative department. Those who fail to hunt and kill on their own as required will be forcibly hunted and killed by the public security department. The carcass of a rabid dog must be burned at a designated location, and the cost shall be borne by the dog owner.

The administrative department of animal husbandry and veterinary medicine shall conduct epidemic investigation and treatment of epidemic areas in areas where rabies are found in accordance with regulations.

Article 19 Any unit or individual who commits any of the following acts shall be punished in accordance with the following provisions:

(1) Those who engage in commercial dog breeding in restricted dog breeding areas shall be punished. It will be banned by the public security department, illegal income will be confiscated, and a fine of not less than 3 times but not more than 5 times of the illegal income will be imposed;

(2) Raising aggressive dogs or large dogs, or bringing aggressive dogs or large dogs into the city If the dog breeding area is restricted, the public security department will confiscate the dogs and impose a fine of not less than 500 yuan but not more than 1,000 yuan per dog on the dog owner;

(3) Anyone who raises small ornamental dogs without registration shall be fined. The public security department shall order registration within a time limit, and those who refuse to register will confiscate their dogs, and impose a fine of not more than 1,000 yuan per dog on the dog owner;

(4) Outsiders bringing small ornamental dogs into the city are restricted from keeping In the dog area, if there is no dog breeding permit or dog health examination and vaccination certificate, the public security department shall order the dog owner to bring the dog to the city's animal epidemic prevention supervision agency for dog health examination and vaccination. Those who enter this city for temporary residence must register with the municipal public security department in accordance with Article 8 and obtain a "Dog Ownership Permit". If the dog refuses to apply, the public security department will confiscate the dog and impose a fine of not less than 500 yuan but not more than 1,000 yuan per dog on the owner;

(5) Failure to conduct the annual registration review of the dog breeder license after the expiration date If the violation occurs, the public security department shall order the annual inspection and registration procedures to be completed within a time limit and may impose a fine of not more than 500 yuan;

(6) Anyone who violates the provisions of Article 15 (1) of these Regulations shall be ordered by the Municipal Animal Husbandry Bureau to The veterinary administrative department shall impose a fine of not less than 500 yuan but not more than 1,000 yuan;

(7) Anyone who violates the provisions of Items (2) and (5) of Article 15 of these Regulations shall be held responsible by the public security department The person shall be fined not more than 100 yuan; if the circumstances are serious, the dog shall be confiscated and the dog permit shall be revoked; unattended dogs shall be taken into custody by the public security organs;

(8) Violation of these Regulations Article 15 Items (3) and (4) stipulate that the public security department shall impose a fine of not more than 100 yuan on the dog owner and the public security venue management personnel respectively; if the circumstances are serious, the dog shall be confiscated and the dog shall be revoked. (9) If a dog owner fails to promptly clean up the dog's feces outdoors, the city appearance and environmental sanitation administrative department will impose a fine of not more than 50 yuan;

Article 20 If units or individuals commit any of the following acts, they shall be punished by the public security department in accordance with the "Regulations on Public Security Administration Punishments of the People's Republic of China"; if a crime is constituted, criminal liability shall be investigated in accordance with the law. :

(1) Allowing dogs to injure people;

(2) Selling, forging, or altering dog ownership certificates;

Article 21: Citizens are encouraged to stop and report violations of these regulations. After receiving reports from citizens, relevant departments should accept and investigate in a timely manner.

Article 22 If the agencies and their staff engaged in dog management fail to perform their due responsibilities, fail to promptly investigate and deal with reports from the public, or engage in malpractice for personal gain or abuse of power, they shall be held accountable by the superior agency or the unit where they work. Administrative responsibility; if it constitutes a crime, criminal responsibility will be pursued in accordance with the law.

Article 23: If the parties concerned are dissatisfied with the administrative penalty decision, they may apply for administrative reconsideration or initiate administrative litigation in accordance with the law. If a party fails to fulfill the penalty decision within the time limit, the agency that made the penalty decision shall apply to the People's Court for compulsory enforcement.

Article 24: The municipal public security department is responsible for the interpretation of problems in the specific application of these regulations.
