The education supervision agencies of the people's governments at or above the county level are responsible for organizing and implementing the supervision of compulsory education within their respective administrative regions under the leadership of the people's governments at the same level, and accept the guidance of the higher-level education supervision agencies.
People's governments at or above the county level should establish a compulsory education supervision and evaluation system, a supervision results announcement system, and a reward and punishment system. Article 11 The Provincial People's Government shall improve the fiscal transfer payment system for compulsory education funds and increase transfer payments to rural areas, poverty-stricken areas, and ethnic minority areas. Article 12 People's governments at or above the county level shall speed up the implementation of standardized construction of compulsory education schools, strengthen the transformation of weak schools, the construction of rural boarding schools and the expansion of urban schools, and ensure that urban and rural compulsory education schools meet the standards for running schools.
Teaching points should be set up reasonably in remote mountainous areas where residents are scattered. Article 13 People's governments at or above the county level shall, as needed, plan and set up boarding schools to ensure that school-age children and teenagers in mountainous areas, remote areas and ethnic areas where the population is relatively scattered receive compulsory education, and provide living subsidies for boarding students from families with financial difficulties.
People's governments at or above the county level should complete the construction of boarding school dormitories, canteens, clinics, bathrooms, toilets and other infrastructure.
People's governments at or above the county level should reasonably determine the number of faculty and staff in boarding schools and equip them with necessary dormitory management personnel, canteen staff, security personnel, medical personnel, etc.
People's governments at or above the county level should provide lunch facilities for students in non-boarding schools who live far away and provide students with sanitary drinking water. Article 14 The educational administrative departments of the people's governments at or above the county level shall establish and improve the mobility system of teachers and principals, improve incentive policies, and promote the reasonable mobility, cooperation and exchange of teachers and principals between urban and rural areas, between regions, and between schools.
