Notice on strengthening the management of weddings and funerals during the normal epidemic prevention and control period

Currently, the epidemic The prevention and control situation is severe and complex. In order to deepen the change of customs, reduce the risk of virus transmission, improve the civilized literacy of the whole people, and effectively protect the health of the general public, the matters concerning strengthening the management of weddings and funerals during the period of normalized epidemic prevention and control are hereby notified as follows:

1. "Three ways to deal with red and white matters". In accordance with the principle of "whoever hosts the event is responsible, whoever undertakes it is responsible, whoever is in charge is responsible, whoever provides the venue is responsible", strictly control all types of gathering activities such as weddings and funerals, banquets, etc., and vigorously promote "postponement of weddings and funerals". "Simply organized, banquets will be suspended." It is necessary to reduce the scale of the event as much as possible, and persuade people from outside the city and province not to come to Li unless necessary. The first is to advocate "postponement of marriage". Wedding events will be postponed from now on. For those confirmed dates that cannot be postponed, the number of people and scale must be strictly limited, complicated procedures must be simplified, and necessary protective and control measures must be taken to resolutely prevent cross-infection from gatherings of people. The second is to advocate "simplified funeral arrangements". Adhering to the principle of simplicity in all matters, funerals must be handled quickly and simply, and must be carried out under the arrangements of the Red and White Council. The scope of personnel must be strictly controlled, the scale of the funeral must be reduced, and necessary protective and control measures must be taken. Simplify funeral ceremonies, reduce gathering time, promote one-day settlement, and prohibit group dinners. The third is to advocate "stop hosting banquets". It is recommended not to hold banquets such as birthdays, engagements, full moons, housewarmings, openings, etc. It is recommended to express congratulations and enhance feelings through phone calls, videos, etc.

2. "Three Stricts" in event management. First, strictly implement the “prior” approval system. Individuals holding activities must be approved and reported to the village committee grid members, village committees, and township governments in advance. They can only operate after approval. Party members and cadres and staff of government agencies, enterprises and institutions who hold activities must also report to their units for "double filing". The second is to strictly implement the "in-progress" supervision system. The village committee must supervise matters handled by villagers in the area under its jurisdiction. At least one cadre must serve as a supervisor to follow up throughout the process. The Red and White Council must intervene immediately. Those who refuse to implement the declaration system or engage in excessive operations must promptly report to the township people's government and the civil affairs bureau where they are located. Those with inadequate supervision will be severely dealt with in accordance with laws and regulations. The third is to strictly implement "after-the-fact" closed-loop management. After the event, the individual holding the event must truthfully report the actual participants and nucleic acid test certificates of the participants to the approval unit and keep files. The township where the event is located will summarize the situation in the jurisdiction every half a month and report it to the county civil affairs bureau regularly for filing.

3. The handling process is "Three Healthy". The first is personnel health management. Organizers of weddings and funerals are responsible for arranging special personnel to register health information and monitor body temperature of participants, and to understand the travel history and health status of relevant personnel in the previous 14 days, especially to accurately understand the situation of people coming from outside the province and city. Organizers must apply for antigen self-test kits at the township health center in advance and organize participants to undergo rapid antigen testing. At the same time, we must take good health protection, wear masks scientifically, strictly control the size and density of people, advocate family gatherings of no more than 10 people, and funeral banquets only on the day of the funeral, and no more than 5 tables of 50 people. The second is food health management. During food processing, raw and cooked foods should be processed and stored separately to avoid cross-contamination. Keep food processing sites clean and sanitary, and perform sanitary cleaning of food processing sites regularly. Public chopsticks and spoons are provided for meals, diners keep a certain distance, and measures such as divided meals, simple meals, and staggered meals are implemented. The food safety offices of each township are responsible for filing, and the village coordinators conduct inspections. The third is disinfection and health management. Strengthen the cleaning, ventilation and disinfection of key places such as wedding and funeral event venues, rest areas, reception areas, public toilets, and elevators. Use chlorine-containing disinfectants to spray or wipe high-touch surfaces and disinfect indoor floors. Carry out mopping and disinfection to keep the environment clean and tidy.

4. Implement the "three ways" of responsibility. The first is to consolidate political responsibility. Implement grid management at the county, township, and village levels, and establish and improve a responsibility system for industry guidance, territorial management, and subject responsibility.

Civil affairs, health, municipal supervision and other departments must supervise and guide the wedding and funeral banquet activities in each township according to their respective responsibilities. Each township and town has overall responsibility for the epidemic prevention and control of local wedding and funeral banquet activities. The unit or village committee where they work must conscientiously carry out the epidemic prevention and control work. The main responsibility for prevention and control is that families and individuals holding banquets should take the initiative to reduce the scale and strictly implement the requirements for epidemic prevention and control at gathering events. The second is to consolidate supervision responsibilities. The inspection team is composed of the Propaganda Department of the County Party Committee, the County Civil Affairs Bureau, the County Health Bureau, the County and Municipal Supervision Bureau, the County TV Station, and the Propaganda Committee of each township. It conducts door-to-door inspections on the handling of red and white events, and urges each village to handle them as required and communicate the work Pressure creates a powerful deterrent. The County Commission for Discipline Inspection and Supervision has intensified open and covert inspections, and will strictly hold accountable party members, cadres and other public officials who have violated regulations and participated in weddings and funerals.
