Measures of Taizhou Municipality on Classified Management of Domestic Waste

Chapter I General Provisions Article 1 In order to strengthen the classified management of domestic waste, improve the living environment, realize the reduction, recycling and harmlessness of domestic waste, and promote the construction of ecological civilization and sustainable economic and social development, these Measures are applicable to the source reduction of domestic waste within the administrative area of this Municipality in accordance with the Law of People's Republic of China (PRC) on the Prevention and Control of Environmental Pollution by Solid Waste, the Law of the People's Republic of China on the Promotion of Circular Economy, the Regulations of Jiangsu Province on the Administration of Urban Appearance and Environmental Sanitation, and other laws and regulations. Article 3 Domestic garbage in this Municipality is divided into the following four categories:

(1) Recyclable materials refer to domestic garbage suitable for recycling, including waste paper, waste plastics, waste glass, waste metal, waste textiles, etc.

(2) Hazardous waste refers to domestic waste that causes direct or potential harm to human health or the natural environment and should be specially disposed of, including waste rechargeable batteries (nickel-cadmium batteries, mercury oxide batteries, lead batteries, etc.). ), waste button cell, waste thermometers, waste sphygmomanometers, waste fluorescent tubes, waste drugs and their packaging generated in daily life, waste paints and their containers, waste pesticide disinfectants and their packaging, etc.

(3) Kitchen waste refers to perishable biomass domestic waste, including kitchen waste, leftovers, expired food, melon skin and seeds, flower green plant waste, Chinese medicine residue, etc. ;

(4) Other garbage refers to other domestic garbage except recyclables, hazardous wastes and kitchen garbage, including contaminated paper, contaminated sanitary articles, contaminated packaging bags, contaminated tableware, cigarette butts and dust.

According to the level of economic and social development, the characteristics of domestic waste and the needs of disposal and utilization, the Municipal People's Government may dynamically adjust the classification of domestic waste as stipulated in the preceding paragraph. Article 4 The classified management of domestic waste shall follow the principles of government leading, participation of the whole people, overall planning of urban and rural areas and systematic promotion. Article 5 The Municipal People's Government shall organize and lead the classified management of domestic waste in the whole city, incorporate the classified management of domestic waste into the national economic and social development plan, determine the objectives of classified management of domestic waste, formulate a total control plan for the source of domestic waste, coordinate the planning and layout of facilities, ensure capital investment, and promote the implementation of various policies and measures for the reduction, recycling and harmlessness of domestic waste.

County-level city (District) people's governments organize and lead the classified management of domestic waste within their respective administrative areas, incorporate the classified management of domestic waste into the national economic and social development plan, ensure capital investment, and organize and implement the classified management objectives of domestic waste determined by the Municipal People's government and the total control plan of domestic waste source within their respective administrative areas.

Street offices and Township People's governments are responsible for the daily work of domestic waste classification management in their respective jurisdictions, and do a good job in the publicity, guidance and supervision of domestic waste classification.

Residents' committees and villagers' committees shall assist neighborhood offices and township people's governments to carry out the classification of domestic waste, and organize, mobilize and urge individuals and units within their respective jurisdictions to carry out the classification of domestic waste. Article 6 The urban management departments of cities and county-level cities (districts) are the competent departments of domestic waste classification within their respective administrative areas, and are responsible for the organization, coordination, guidance and supervision of domestic waste classification.

The ecological environment department is responsible for the guidance and supervision of the prevention and control of environmental pollution caused by the disposal of domestic garbage; Responsible for the supervision and management of hazardous waste collection, transportation, storage and disposal.

Housing and urban-rural construction departments are responsible for urging property service enterprises to carry out domestic waste classification; Cooperate with the urban management department to guide the construction of domestic waste sorting facilities in residential buildings, office buildings, commercial areas, agricultural and sideline products markets and other places; Responsible for the construction and operation of the landscaping garbage collection, transportation and treatment system.

The agricultural and rural departments are responsible for promoting the production of clean agricultural and sideline products; Assist the local resource utilization of organic perishable garbage in rural areas.

The commercial department is responsible for guiding the recycling management of recyclable materials in domestic garbage and guiding the classification of domestic garbage in large shopping malls and supermarkets.

Development and reform, natural resources planning, transportation, education, culture, radio and television tourism, market supervision and management, finance, government affairs management and other departments shall, according to their respective responsibilities, do a good job in the classification of domestic waste. Seventh to encourage social capital to enter the field of domestic waste cleaning, collection, transportation, disposal and recycling.

Encourage the use of modern information technology to improve the intelligent level of domestic waste management. Support the research and development and application of new technologies, new processes, new materials and new equipment such as source reduction, classified delivery and resource utilization of domestic waste.

Encourage industry associations and chambers of commerce to play a guiding and exemplary role, urge enterprises to strengthen self-discipline, and consciously fulfill the laws, regulations and standards related to the source reduction and classification of domestic waste.

Encourage people's organizations, social organizations and volunteers to participate in the work of domestic waste classification services. Chapter II Planning and Construction Article 8 Urban management departments shall, jointly with development and reform, housing and urban and rural construction, natural resources planning, ecological environment and other departments, organize the preparation of special plans for the classified management of domestic waste, which shall be implemented after being approved by the people's government at the same level.

The special plan for classified management of domestic waste should be combined with the prediction of domestic waste production and its composition characteristics, coordinate the flow direction and direction of domestic waste disposal, and clarify the overall layout of domestic waste disposal structure and facilities.

The land location, land scale and construction scale of transit facilities and disposal facilities determined in the special plan for classified management of domestic waste shall be included in the detailed control plan.
