Coal Mine Safety Regulations on Underground Fires and Floods

Chapter 6 "Water Prevention and Control" of the Coal Mine Safety Regulations has special provisions on flood control. From general regulations to ground water prevention and control, underground water prevention and control, underground drainage, and water exploration and release, there are detailed regulations.

Underground flood prevention and control mainly involves setting up water-proof coal and rock pillars, and understanding the geological structure, hydrogeological conditions, water accumulation area, floor elevation, water accumulation, etc. Drainage pump room facilities matching the maximum water inflow in the mine. Chapter 5 of the Coal Mine Safety Regulations is a special chapter that stipulates "Fire Prevention and Extinguishing". It is divided into general provisions, underground fire prevention and control, and underground fire area management. The coal seam spontaneous combustion mines have set requirements for tunnel layout and mining methods. Once spontaneous combustion occurs, preventive grouting or full filling, spraying of inhibitors, injection of inhibitor mud, and Gel, inert gas injection, pressure equalization and other measures are adopted, and fire-extinguishing designs are prepared to prevent spontaneous fires. When a fire is discovered, depending on the nature of the fire, ventilation and gas conditions in the disaster area, all possible methods will be taken to directly extinguish the fire, control the fire, and report to the dispatching room. Organize rescue and fire fighting in disaster areas according to the disaster prevention and treatment plan. Evacuate personnel from threatened areas. When sealing a fire area, try to narrow the scope of the fire, designate dedicated personnel to check gas, CO\CO2/O2 and other gases and changes in air volume and wind direction, and take measures to prevent personnel poisoning and gas and coal dust explosions.
