Chapter I General Provisions Article 1 This Code is formulated in accordance with relevant laws and regulations for the purpose of regulating the police work of highway patrol teams, maintaining safe and smooth road traffic and public order, and ensuring that highway patrol teams perform their duties according to law. Article 2 This Code applies to traffic police brigades, traffic police squadrons (including road traffic police squadrons and township traffic police squadrons) and large (middle) teams of road traffic police. Article 3 The police work of highway patrol teams shall follow the principles of legality, science, high efficiency, standardization, openness and convenience. Article 4 Provincial public security organs shall scientifically plan the layout of highway patrol police teams, set up highway patrol police teams according to the traffic safety situation and highway mileage in their respective jurisdictions, and equip them with police forces according to comprehensive factors such as highway mileage, traffic flow, population, number of motor vehicles and drivers, and traffic safety.

Specific equipment standards shall be formulated by provincial public security organs. Article 8 When investigating traffic violations, highway patrol police may take administrative compulsory measures such as detaining vehicles, detaining motor vehicle driving licenses, towing motor vehicles, collecting articles, and detecting the contents of alcohol, psychotropic drugs and narcotic drugs under state control in drivers.
