Deepen the basic management of safety production, vigorously promote the standardization of safety management, comprehensively consolidate the foundation of safety production, strengthen the management of safe operation of power grid, strengthen the investigation and management of hidden dangers of accidents, strengthen the anti-violation management of work teams, strengthen the risk management and control of operation process, improve the construction of emergency system, further improve the safety working mechanism, realize the new promotion of safety production level, and lay a solid foundation for the good start of the Twelfth Five-Year Plan.

Work objective

Ensure that there will be no large-scale power outage, no personal injury or death, no serious equipment damage, no safety incidents that have a significant impact on the company and society, fully realize the safety work objective, and the benchmark index of the safety production industry has reached the leading level of the provincial company system.

II. Organizational structure

III. Timetable

To carry out the safety risk management and control activities of "grasping implementation, grasping process and establishing mechanism", it should be closely combined with the annual work plan, grasp the work rhythm, and ensure orderly convergence, balanced advancement and continuous in-depth completion of the six key tasks.

1. Activity deployment stage (February). Each unit, in combination with the "Notice" of the provincial company and the "Implementation Plan" of the company, formulates specific implementation rules, improves safety risk management and control measures, and pays special attention to the publicity and mobilization of activities and work deployment.

2. Pre-test stage of spring inspection (March-May). Focus on preventing personal injury and misoperation accidents, strengthen the risk management and control in the whole process of maintenance and construction, focus on comprehensive maintenance and condition maintenance, grasp the bearing capacity analysis of security team, grasp the assessment of leaders and management personnel at all levels at their posts, grasp the pre-control before operation and the on-site control during operation, and ensure the safety and order of spring inspection, maintenance, pre-test and infrastructure construction.

3. Summer peak (June-August). Focusing on the prevention of large-scale power outage accidents, major equipment damage accidents and local events with great influence, we implemented various measures to meet the peak and spend the summer, actively responded to the test of high temperature and heavy load, thunderstorms, typhoons and other disasters, revised the company's flood prevention plan, conducted a flood control emergency drill, improved the ability to deal with flood disasters, and did a good job in safe operation of the power grid and flood control and disaster relief.

4. Pre-test stage of autumn inspection (September-October). In view of the heavy task of repairing and eliminating defects in autumn inspection equipment and the numerous tasks of starting, debugging and putting into production of the project, we should strengthen the risk management and control at the inspection site, implement the measures of preventing pollution flashover, preventing cold and freezing of the equipment in advance, investigate the fire hazards, ensure the personal safety of the workers, and do a good job in preparing the power grid and equipment for the winter.

5. Winter phase (November-December). In view of the frequent impact of freezing rain and snow and foggy weather at the end of the year, we pay close attention to power grid operation and personal safety in winter construction emergency rescue, and comprehensively prevent personal, power grid and equipment accidents to ensure the stability of the security situation throughout the year. 6. Summarize the improvement stage (December). Combined with the safety production situation throughout the year, do a good job in summing up activities, comprehensively analyze and evaluate the effectiveness of activities, sum up experience, find out deficiencies, pay attention to integrating the effectiveness of activities into normal work, and study and formulate measures to further promote safety risk management and improve the long-term mechanism of safety work. Each unit shall submit a written summary of the "Two Grasps and One Construction" activities to the Safety Supervision Department of the Company before December 1th.

In order to solidly promote the "Two Grasps and One Construction" activities and ensure the actual results, all units should focus on the safety of power grid and operation, and work hard in the following aspects in combination with the actual situation:

Strictly implement the requirements for arriving at the post.

First, deepen the responsibility system for production safety with the principal responsible persons at all levels as the core, continue to implement the Standards and Assessment Methods for Personnel at All Levels of Power Supply Company, standardize the work standards, work contents and safety responsibilities of leaders and managers at all levels at production sites, incorporate the arrival of leading cadres and managers into the control process of production safety management, strictly assess and manage, and punish those who fail to arrive at their posts according to administrative violations to ensure that every production site is organized, measures and responsibilities are in place.

second, the company comprehensively launched the activities of creating "no-violation work area" and "no-violation team", taking this activity as the starting point, resolutely fighting against all kinds of violations, and realizing the "three standardizations" of safety management in work areas (power supply branches and institutes) (standardization of routine safety work, standardization of operators' behavior and standardization of on-site safety measures).

first, highlight the grasping role of hidden dangers investigation and management, and comprehensively investigate all kinds of hidden dangers of accidents. Second, take advantage of the good opportunity of the National Work Safety Month in June, focus on the implementation of the Decision of the State Council on Further Strengthening Work Safety, the Regulations on Work Safety License, the Electricity Law of the People's Republic of China and the Regulations on the Protection of Power Facilities according to the requirements of provincial companies, vigorously publicize the laws, regulations, principles and policies of the Party and the state on work safety, highlight the center of legal system construction for work safety, and strengthen the legal awareness of work safety in the whole society. Carry out the legal responsibility of safety production, improve the consciousness of the whole people and all employees to abide by the law, and create an increasingly strong public opinion atmosphere and a good legal environment for safety production in order to revitalize enterprises and promote the development of electric power industry.

In order to ensure that the activities are carried out in a solid and in-depth manner, all units should effectively implement the following safeguards.

1. deepen the understanding of the background, content points and measures of the "two norms" issued by State Grid Corporation of China, and organize relevant leaders and managers to study hard, accurately understand, fully grasp and implement them for a long time. Establish and improve the supporting system standards to provide institutional guarantee for the implementation of the "two norms".

2. Earnestly implement the Measures for the Evaluation of Safety Management Work of State Grid Corporation and the relevant arrangements and requirements of provincial companies. The provincial company will incorporate the activities of each unit into the safety management process evaluation as an important basis for the annual safety assessment.

3. the safety supervision department of the company strengthens the inspection, investigation and supervision of the activities of each unit. All departments and units of the company should implement the whole process control requirements in combination with spring (autumn) maintenance, peak summer (winter), major events to save electricity, and national "safety production month" activities, and the company will regularly conduct special supervision and inspection on the development of activities to urge the implementation of key measures.

4. The news center of the company should strengthen news planning and publicity, set up a column of "Two Grasps and One Construction" activities on the homepage of the company portal, compile and distribute event briefings, and adopt various vivid ways to publicize the deployment, requirements, experience and effectiveness of the activities. Strengthen work exchanges, vigorously publicize typical practices and experiences, and actively create a good working atmosphere.

5. Seriously carry out accident investigation according to the principle of "four no-misses", and strictly implement the regulations of accident notification, accident "clarification" and accident assessment. The measures emphasized by the company, such as risk management and control on the job site, investigation and management of hidden dangers, and the arrival of leading cadres, should be strictly supervised and assessed, and the accident notification assessment should be strictly implemented.

6. All units should attach great importance to the reporting of activity information, and arrange special personnel to be responsible for it. They should actively submit activity information through the special activity "Two Grasps and One Construction" risk management and control activity column of the "Integrated Business Management Column" of the safety management and supervision system of State Grid Corporation, including activity briefings or dynamics, immediate reporting of important events and information, etc., and require timely and accurate reporting information, true and reliable content, clear theme and prominent focus. All departments and units are required to submit at least two pieces of information every month. If the activity information submitted is compiled by State Grid Corporation of China, it will be given extra points in the year-end safety supervision assessment.
