Chapter I General Provisions Article 1 In order to strengthen the management of Jingdezhen Gaoling-Yaoli scenic spot (hereinafter referred to as scenic spot) and effectively protect and rationally utilize scenic spot resources, these Regulations are formulated in accordance with the Regulations of the State Council on Scenic Spots, the Regulations on the Protection of Famous Historical and Cultural Cities, Towns and Villages and other relevant laws and regulations. Article 2 These Regulations shall apply to the planning, protection, utilization and management of scenic spots.

The scope of scenic spots is delineated according to the boundary coordinates determined in the Master Plan of Gaoling-Yaoli Scenic Spot approved by the State Council (hereinafter referred to as the Master Plan). Third scenic spots follow the principles of scientific planning, unified management, strict protection and sustainable utilization. Article 4 The Municipal People's Government and the People's Government of Fuliang County shall incorporate the protection, utilization and management of scenic spots into the national economic and social development plan at the corresponding level, and the funds for protection and management into the fiscal budget at the corresponding level. Article 5 Jingdezhen Gaoling-Yaoli Scenic Area Management Committee (hereinafter referred to as the Scenic Area Management Committee) is an agency of the Municipal People's Government, responsible for the protection, utilization and unified management of the scenic area. Article 6 The development and reform, public security, civil affairs, finance, resources and planning, ecological environment, housing and urban and rural construction, water conservancy, agriculture and rural areas, culture, radio and television, press and publication, tourism, health, forestry, market supervision, urban management, religion and other departments of the Fuliang County People's Government shall be responsible for the relevant supervision and management of scenic spots according to their division of responsibilities. Seventh scenic area management committee should strengthen the publicity and education of laws, regulations and popular science knowledge in the protection and management of scenic areas. Radio, television, newspapers and other mass media should strengthen the publicity of the protection and management of scenic spots, and supervise the destruction of scenic spots by public opinion. Eighth all units and individuals have the obligation to protect scenic resources, and have the right to stop and report the destruction of scenic resources. Chapter II Planning Article 9 The planning of scenic spots is divided into overall planning and detailed planning. The protection, utilization and management of scenic spots shall conform to the overall planning approved by the State Council and the detailed planning based on the overall planning. The protection, utilization and management of Yaoli ancient town in scenic spots should also conform to the protection plan of Yaoli historical and cultural town. Tenth scenic area management committee shall announce the approved scenic area planning to the public according to law, and any unit or individual shall have the right to consult it.

Units and individuals in scenic spots shall abide by the approved planning of scenic spots and obey the planning management.

Without the approval of the scenic area planning, all kinds of construction activities shall not be carried out in the scenic area.

Fuliang County People's Government shall promptly announce the protection plan of Yaoli historical and cultural town approved according to law. Article 11 The urban and rural planning and special planning prepared by the relevant departments of the people's government of the city and Fuliang County shall conform to the planning of scenic spots and peripheral protection zones, and the protection planning of Yaoli historical and cultural town shall also conform to the scope of Yaoli ancient town, and solicit the opinions of the scenic spot management committee. Twelfth scenic spots should maintain natural characteristics, embody characteristics, protect the ecological environment and achieve sustainable development.

The layout, height, volume, shape, style and color of buildings and structures in scenic spots should conform to the planning of scenic spots and be in harmony with the surrounding landscape and environment.

The road pavement, tour route design, signs and signs of scenic spots should conform to the planning of scenic spots and keep in line with the natural features and environmental characteristics.

Yaoli ancient town should maintain and continue the overall historical features, historical pattern and spatial layout composed of historical buildings, historical blocks, ancient trees, courtyards, water systems and other environmental elements. Chapter III Protection Article 13 The administrative committee of a scenic spot shall, in accordance with the provisions of relevant laws and regulations, investigate and identify revolutionary sites, cultural relics, important natural landscape resources, ancient and famous trees, wild animals and plants and special geological relics in the scenic spot, establish archives, set up protection signs and formulate corresponding protection measures. Fourteenth scenic area management committee according to the needs of forest resources protection, ecological restoration and forest fire prevention, can take temporary traffic control, scenic area closure and limit the number of tourists and other measures, and make an announcement.

Trees in scenic spots shall not be cut down without authorization. If it is really necessary to cut down, it shall be submitted for approval in accordance with legal procedures; The competent forestry department shall solicit the opinions of the scenic area management committee when examining and approving.

Unauthorized felling and migration of ancient and famous trees is strictly prohibited. Fifteenth scenic spots are divided into first-class, second-class and third-class protected areas according to their landscape value and protection needs, in which the first-class protected areas are the core scenic spots, the surrounding areas of the core scenic spots and the areas where scenic resources are concentrated. According to the needs of protecting the overall style and ecological environment of scenic spots, the peripheral protection zones are determined around the scenic spots.

The specific boundaries of protected areas and peripheral protected areas at all levels shall be determined by the administrative committee of scenic spots according to the overall planning of scenic spots, and shall be announced to the public together with the protection requirements.

Scenic area management committee shall, according to the overall planning, set up boundary markers and boundary markers in protected areas at all levels. No unit or individual may move or destroy or damage boundary markers and boundary markers in scenic spots without authorization.

According to the requirements of classified protection, Yaoli ancient town in the first-class protection area of scenic spots is divided into historical area protection scope, construction control area and environmental style coordination area, in which the historical area protection scope is the core protection scope, and the specific boundary is determined according to the protection plan of Yaoli historical and cultural town, and it is announced to the public together with the protection requirements.
