Measures of Fuzhou Municipality on the Administration of Temporary Outdoor Advertising
The district city appearance and environmental sanitation administrative department (hereinafter referred to as the District City Appearance Bureau) is responsible for the daily supervision and management of outdoor temporary advertisements within its jurisdiction. (three) the certificate of consent of the owner of the outdoor temporary advertising site or ancillary facilities; Occupation of urban roads requires the consent of the municipal administrative department and the public security traffic management department;
(4) Other materials as prescribed by laws and regulations.
The accepting entity shall, within 3 working days from the date of accepting the application, make a decision on whether or not to grant permission, and notify the applicant in writing. Article 10 The total area of cloth curtain advertisements shall be less than or equal to 40% of the total area of the external walls of buildings. The setter shall strengthen the inspection and maintenance of outdoor temporary advertisements to ensure that they are firm, safe and tidy; If there is any damage or pollution, it should be updated and repaired in time; Where there are potential safety hazards, the setters shall rectify or eliminate them in time to eliminate the potential safety hazards.
In case of severe weather such as typhoon or management needs, the setting person shall dismantle it in time according to the requirements of the competent department. Thirteenth outdoor temporary advertising expires, the person should be removed within 5 days. Article 14 The Municipal Urban Management Committee and the District Appearance Bureau shall share the information on the setting of outdoor temporary advertisements and make it public on the government portal website.
The District Appearance Bureau shall strengthen the daily supervision and inspection of outdoor temporary advertisements within its jurisdiction, and deal with outdoor temporary advertisements that are illegally set up or have potential safety hazards in a timely manner according to law. Fifteenth any unit or individual that violates the provisions of these measures may complain or report to the Municipal Urban Management Committee and the District Urban Management Bureau. Sixteenth without approval or in violation of the approval requirements to set up outdoor temporary advertisements, the District Appearance Bureau shall order it to make corrections, and shall be punished according to the "Fuzhou city appearance and environmental sanitation management measures". Seventeenth outdoor temporary advertising set up a total of two times in violation of the provisions of these measures within one year, recorded in the city public credit information platform record of dishonesty, within one year to suspend the acceptance of its outdoor temporary advertising application; In violation of the provisions of these measures, if the setter fails to rectify or dismantle outdoor temporary advertisements with potential safety hazards twice within one year, the application for outdoor temporary advertisements shall be suspended within three years.
