Detailed Rules of Peking University Municipality on Disciplinary Actions against Students

Article 15. Students are not allowed to make statements that violate the Four Cardinal Principles, engage in illegal social, political and religious activities, or divulge state secrets. Under any of the following circumstances, depending on the seriousness of the case, a demerit shall be given:

(1) Organizing and participating in unauthorized demonstrations in violation of the Law of People's Republic of China (PRC) on Demonstrations and Parades or other relevant laws and regulations; Organizing, planning or participating in activities that disrupt social order or school management order, and engaging in activities that undermine stability and unity;

(2) posting, delivering and distributing posters and reactionary leaflets, and spreading reactionary remarks by other means to confuse people and create confusion;

(3) Organizing, establishing or joining an illegal social group or organization to engage in illegal activities;

(4) Organizing unapproved social, political and academic activities or holding unapproved salons and clubs;

(five) in violation of the relevant provisions of the management of student associations, unauthorized organization and establishment of student associations, activities, publications, or illegal activities in the name of legal student associations, or other acts in violation of the management regulations of student associations and causing serious consequences;

(6) Organizing illegal religious superstitious activities;

(seven) leaking state secrets, resulting in consequences.

Article 16 To stir up trouble and fight, give the following treatment:

(a) touching others with insulting words or other means, provoking troubles or intensifying contradictions, resulting in the consequences of fighting, giving a warning;

(two) the hitter, depending on the seriousness of the case, shall be given a serious warning or above, until he is expelled from school;

(three) planning, encouraging others to fight, fight, without causing the consequences of fighting, given a serious warning and above; Causing the consequences of fighting, depending on the seriousness of the case, give the above punishment;

(four) deliberately provide weapons for others to fight, without causing harm, given a demerit; Those who cause harm shall be detained to show the above punishment;

(five) in the process of investigating fights, deliberately providing perjury, which hinders the normal investigation and punishment, giving a serious warning and above;

(6) If personal injury is caused by fighting, the victim shall be compensated for economic losses.

Article 17 Anyone who participates in illegal operations such as smuggling and bootlegging and violates laws and regulations shall be dealt with according to Article 5. Others will be given a warning according to the circumstances until they are expelled from school.

Eighteenth in violation of the relevant provisions of the articles of association of the school work-study program and the measures for aiding students, given a warning and above; If the circumstances are serious and the nature is bad, a demerit will be given until expulsion from school.

Nineteenth in violation of the relevant provisions of the "Peking University students' military training work rules", depending on the seriousness of the case, given a warning and above.

Article 20 Whoever illegally encroaches on the lawful property of the state, collectives and individuals by various means shall, in addition to returning it in full and imposing a fine in accordance with the relevant provisions of the public security organs, be given the following penalties depending on the circumstances:

(a) theft of public or private property, depending on the seriousness of the case, given a serious warning and above; Anyone who swindles, robs or extorts public or private property shall be punished as theft.

(two) the public security department confirmed the theft, although not stealing property, given a demerit.

(3) stealing official seals, confidential documents and files. The above punishment should be given to detention and observation.

(4) Whoever fails to return the lost property or illegally occupies the lost property or other people's property shall be given a warning and the above punishment.

Twenty-first damage to public or private property, depending on the seriousness of the case, given the following treatment:

(two) those who intentionally damage public or private property, in addition to compensation for losses and fines, shall be given a serious warning and above;

(three) intentional damage to cultural relics, ancient and famous trees, given a demerit above.

Twenty-second in violation of the relevant provisions of the school dormitory management, disrupting the order of dormitory management, depending on the seriousness of the case, given the following sanctions:

(a) without approval, unauthorized changes, unauthorized occupation of student dormitories or rental beds, after criticism and education, given a warning and above;

(two) without approval, stay in the dormitory of members without authorization, and give a warning after criticism and education. Those who have caused adverse consequences by staying in the dormitory or letting them enter the dormitory shall be given the above punishment. Those who stay in the opposite sex will be kept in detention to observe the above punishment;

(three) disturb the dormitory management order, affect the normal study and life of others, and refuse to change after criticism and education, give a warning and above;

(four) in violation of the relevant provisions of the dormitory fire, electricity, criticism and education do not change, given a warning above. If the above acts cause fire and cause serious consequences, the above punishment shall be given;

(five) other acts in violation of the provisions of the student dormitory management, given a warning above.

Twenty-third violations of civic morality and college students' code of conduct, depending on the seriousness of the case, given the following sanctions:

(1) Whoever intentionally damages the books in the collection, trades in old books for new ones, or borrows books by using other people's certificates, shall be given a warning or above;

(2) Whoever forges, alters, fraudulently uses, fraudulently uses or transfers various certificates or supporting documents shall be given the following penalties:

1. Forge student ID cards, library cards and other documents, and forge various securities, and be punished as mentioned above;

6. In order to achieve personal goals, one of the following acts, depending on the seriousness of the case, will be given a demerit:

(1) engraving or forging the official seal without permission;

(2) altering or forging the written record;

(3) Forging a teacher's signature;

(4) Forging various certificates, certificates, diplomas and other relevant certificates and documents.

(8) Whoever infringes on the interests of the school or others in the name of the school or others, causing adverse effects or losses to the school or others, shall be given the above punishment in addition to compensating the economic losses;

(nine) serious violation of social discipline, one of the following acts, given the above sanctions:

1. Insulting or seriously harassing others in other ways;

Article 24 Whoever watches or disseminates obscene articles shall be given the following penalties:

(a) watch obscene books, web pages, videos, given a serious warning. Those who do not change after education will be given a demerit.

(2) Whoever scribbles, portrays or smears obscene words and portraits, and makes, copies, sells, rents or disseminates obscene articles shall be punished as mentioned above.

Twenty-fifth through the Internet, mobile phone messages and other dissemination of false information, bad information, revealing secrets or attacking computer systems and networks. , should be given the above punishment.

Twenty-sixth in various ways to organize or participate in gambling, depending on the circumstances given the following treatment:

(1) Anyone who gambles or gambles in disguised form by any means such as mahjong or poker, once found, shall have his gambling tools and gambling funds confiscated and be given the above punishment;

(2) Whoever organizes gambling shall be sentenced to criminal detention and fined.

Twenty-seventh destruction of environmental sanitation, disrupting the normal order of public places in schools, depending on the seriousness of the case, given the following sanctions:

(1) Whoever scribbles, scribbles, doodles or posts in violation of regulations on buildings and public facilities shall be given a warning and punished above;

(2) Those who damage campus facilities, destroy lawns and climb flowers and trees will be given warnings and above punishments in addition to compensation for losses and fines;

(three) disturb the order of classrooms, canteens, libraries, assembly places and other public places, throw dirty things, and give a warning after being advised not to listen.

Twenty-eighth undergraduate and graduate students who violate the study discipline and examination discipline shall be given a warning and above punishment in accordance with the relevant provisions of the school's undergraduate and graduate student status management and examination room discipline.

Twenty-ninth students in the process of clinical study, there is a violation of professional ethics, in accordance with the relevant provisions of the medical department clinical teaching students in violation of discipline, depending on the seriousness of the case, given a warning and above.

Supplementary rules

Thirtieth adult higher education students, Hong Kong, Macao and Taiwan students, the management of international students with reference to these provisions.

Thirty-first school departments and hospitals (departments, institutes and centers) must conscientiously implement these regulations, and offenders should be held accountable.

Thirty-second school authorities may formulate relevant regulations according to these regulations. Other relevant provisions conflict with these Provisions, which shall prevail.

Article 33 The Student Affairs Office shall be responsible for the interpretation of these Provisions.

Article 34 These Provisions were discussed and passed at the 575th meeting of the principal's office on June 26, 2005, and shall come into force as of September 6, 2005.
