What does it mean that SMS prompts anti-fraud calls?

For whatever reason, it is a telecom fraud crime to let you transfer money to a stranger's account or a safe account. Don't trust strange phone calls, because all kinds of reasons are lies, "safe accounts" are not safe, and telephone transfer is a scam.
