Being in the sending pause state means that the other party did not successfully receive your message. Generally, there are three processes to send a short message to the other party for acceptance. First, it has been successfully sent, which only means that the message has been successfully sent from the sender, second, it has passed through the information center (which is why there is an information center number), and third, the receiver has accepted it. No matter what state the other party is in, sending pause means that the other party has not successfully received the message.
