The reason why the customs does not release it.

Legal analysis: In any of the following circumstances, the customs will not release it:

1. Illegal entry in violation of the Customs Law and other entry regulations. 2. The documents are incomplete or the taxable goods have not gone through the tax payment formalities, and no guarantee has been provided. 3. Goods under customs supervision are lost due to poor packaging and continued transportation. 4. There are other outstanding matters (such as unpaid fines for violation of regulations). 5. According to the instructions of the General Administration of Customs, no release is allowed.

Legal basis: Article 5 of People's Republic of China (PRC) Customs Law. The state implements an anti-smuggling system of joint anti-smuggling, unified handling and comprehensive management. The Customs is responsible for organizing, coordinating and managing the anti-smuggling work. The relevant provisions shall be formulated separately by the State Council.

Smuggling cases seized by the relevant administrative law enforcement departments should be given administrative punishment and transferred to the customs for handling according to law; Suspected of committing a crime, it shall be transferred to the public security organs and local public security organs of the customs to investigate smuggling crimes in accordance with the division of jurisdiction and legal procedures.
