For vehicles that fail to pass the exhaust emission test, the public security traffic control department shall cooperate with the environmental protection department to recover the qualified vehicle environmental inspection mark and deal with it within a time limit.

In-use motor vehicles whose pollutant discharge is not up to standard and cannot be repaired shall be scrapped in accordance with the national motor vehicle scrapping regulations. For motor vehicles that meet the mandatory scrapping standards, it is necessary to strictly supervise their recycling and dismantling, and register them one by one to prevent scrapped vehicles from returning to the road.

Motor vehicles without environmental protection signs are not allowed to drive on the road.

New car registration can be exempted from inspection with the registration certificate and passed the inspection by the environmental protection inspection agency of motor vehicle exhaust, and the environmental protection qualified mark can be obtained. The emission inspection cycle of motor vehicles in use shall be consistent with the safety technical inspection cycle. Motor vehicles that do not meet the emission standards of atmospheric pollutants and have not obtained the environmental protection inspection mark, the public security traffic management department shall not issue the license plate and pass the annual examination. Motor vehicle exhaust emission detection is unqualified, and motor vehicles that have not obtained the environmental protection qualified mark or the environmental protection qualified mark are not allowed to drive on the road. The maximum subsidy for early scrapping of operating vehicles is 6.5438+0.8 million yuan.

The estimated amount of elimination subsidy for operating yellow label vehicles (including freight vehicles and passenger vehicles) is about 456.9 million yuan, of which the subsidy for operating passenger yellow label vehicles is about 0./kloc-0./72 million yuan; The subsidy for operating freight yellow label vehicles is about 439.7 million yuan.

In the "Dongguan Yellow Label Vehicle Elimination and Update Implementation Plan" issued by the municipal government, those who are eliminated within the specified time or ahead of schedule will be rewarded and subsidized according to the standard of the "Plan". The specific subsidy standards are as follows:

The subsidy standard for yellow label vehicles registered before 1999 shall be uniformly implemented regardless of the number of years. Starting from 1999, Beijing began to implement the national emission standard for motor vehicles. The vehicles purchased before this basically belong to the category of yellow label vehicles, with an average age of about 13, and most of them are vehicles in Beijing A and Beijing E sections. Since 2003, Beijing has banned yellow label cars from entering the Second Ring Road.

From September 27, 2008 to the end of 2009, vehicles that have been transferred out and scrapped can enjoy the incentive policy if they are regularly tested for motor vehicle exhaust and posted with effective yellow environmental protection signs. Every time a yellow label car is eliminated, the government will give a maximum reward of 25,000 yuan. According to reports, in order to encourage early elimination, the encouragement standard is implemented in two stages. The first stage is from September 27th, 2008 to June 30th, 2009. During this period, the highest reward fund is 25,000 yuan, and the lowest is 800 yuan; In the second stage, from July 1 to February 3 1 in 2009, those who are eliminated during this period will be rewarded with a maximum of 22,000 yuan and a minimum of 500 yuan.

Due to the huge number of private cars at present, the cancellation of the service life of private cars has aroused widespread concern. The new regulations stipulate that the service life of private cars depends on the condition of the car, which better protects the rights and interests of consumers.

Beijing will strengthen the supervision of vehicles with high pollution emissions and strive to eliminate yellow-label vehicles during the year. By the end of 20 13, the number of motor vehicles in Beijing had reached 5.437 million, and motor vehicle pollutant emissions were the largest local source of PM2.5 in Beijing, accounting for 22.2% of all sources. Beijing strives to eliminate all yellow label cars within 20 14. The elimination of subsidies for yellow label vehicles in Harbin was fully launched on June 23, 20 14.
