In order to ensure the life safety and health of teachers and students, do a good job in the prevention and control of COVID-19 epidemic in primary and secondary schools and kindergartens, and do a good job before and after the start of school in spring 2020. Combined with the reality of our province, Jiangxi Provincial Department of Education and Jiangxi Provincial Health and Wellness Committee jointly formulated this work guide.

The guide is divided into five parts: teacher-student management, teaching management, service management, administrative management and epidemic management.

I. Teacher-student management

Before school starts

Do a good job in guiding students' mental health and home study and life, publicize and popularize epidemic prevention knowledge and prevention and control requirements to students and parents, urge parents and students to wear masks as required, keep clean and hygienic, ensure adequate nutrition and sleep, take appropriate physical exercise and do a good job in self-protection.

Primary and secondary schools strictly implement the relevant provisions of the Ministry of Education on "suspension of classes and non-stop learning" and the requirements of the "Implementation Plan for Online Education and Teaching during the Winter and Spring Term Extension of Primary and Secondary Schools in Jiangxi Province in 2020", and organize students to study online and answer questions after class, so as to ensure that primary and secondary school students "stop studying" and learn epidemic prevention.

Kindergartens provide parents with reasonable suggestions on children's home life and guidance on parent-child activities through online means such as WeChat group and QQ group, and pay attention to children's physical and mental health.

Strengthen the management of accommodation for students from Xinjiang and Tibet in the Mainland, adhere to the morning and evening inspection system, and register daily accommodation.

After the school start time is determined, timely release the school start notice, back-to-school requirements and prevention and control information to students and parents through the campus network, official WeChat account, WeChat, SMS, telephone and other channels to ensure that every student and parent knows the school start work arrangement and prevention and control requirements.

According to the conditions of the kindergarten, the kindergarten reasonably formulates the outdoor activities of children in different areas in different periods and batches, which not only ensures the outdoor activities time of children, but also ensures the health of children.

The system of students' morning and afternoon check-up and school temperature detection should be established, and boarding schools should also establish a dormitory temperature screening system.

When teachers and students go back to school

To carry out health screening, we should arrange a special person to be responsible for the management of returned overseas students. Timely grasp the travel location, time, transportation and other information of each teacher and student who returned to school from outside the school area before 14 days. At the same time, teachers and students who are in close contact with confirmed cases or suspected cases, or have symptoms such as fever, fatigue, dry cough and chest tightness, will be assigned to dock, strengthen nursing, implement relevant prevention and control measures, and determine the specific time to return to school according to their health status. After comprehensive investigation, registration and information review, the returned students from Hubei and other areas with serious epidemic situation were subjected to centralized isolation medical observation 14 days.

Strengthen the management of teachers and students on the way back to school, pay close attention to their trip back to school, and guide them to do a good job of self-protection. Encourage teachers and employees to drive to and from school. Teachers and students who return to school by public transport shall record the number of trains and seats and keep them for future reference.

Advocate the use of online registration to reduce the number of students gathered.

Teachers and students who eat at school bring their own lunch boxes with covers when they return to school, and advocate that boarders bring their own protective equipment such as masks; Special attention should be paid to preparing protection materials for rural and poor students.

When teachers and students enter the campus, they must register their own information, health status, body temperature and luggage disinfection. Parents who send primary and secondary school students back to school are not allowed to enter the campus.

Make sure that the school goes to school at the wrong time. Primary and secondary schools require parents to pick up students outside the school gate to prevent parents from entering the campus. Dining teachers and students eat separately at different peaks, which reduces the dinner. Strengthen the control of online shopping and going out for boarders, and reduce unnecessary going out.

Strengthen the management of absence due to illness. Record absenteeism, early leave and leave, and follow up and report employees and students who are absent due to illness in time.

Before school starts

Primary and secondary schools organize students to learn epidemic prevention and control knowledge online.

In China, teachers use the "Jiangxi Education Cloud" learning space, parents group, class group and other ways to answer questions after class and arrange tutoring assignments synchronously according to the online teaching content, so as to master the students' learning dynamics. Students should not be forced to "punch in" and upload learning videos online every day to prevent unnecessary burden on students.

If teaching staff and related management and technical support personnel really need to return to school, they must report to the school for approval in advance, and strictly implement identity verification, student registration and temperature detection. It is strictly forbidden for faculty and staff to return to school without approval.

Strengthen dynamic management. If teachers can't arrive on time, make overall arrangements for teachers in time to ensure the normal education and teaching order after the start of school.

After the start time is determined, according to the teaching time of the spring semester, the education and teaching work plan is reasonably adjusted and the teaching progress is scientifically formulated.

According to the actual situation of the school, the implementation measures of education and teaching management during the epidemic prevention and control period, such as scattered activities between classes, information teaching, online office, online home visits, etc., are reasonably formulated. Reduce the frequency of classroom teaching and demonstration activities.

Focus on prevention and control of COVID-19, prevention of infectious diseases in spring, mental health education and safety knowledge propaganda, and prepare the first lesson carefully.

Through various Internet office systems such as Smart Campus, WeChat and QQ Work Group, teachers are organized to conduct online teaching and research in grade groups and subject groups and prepare lessons collectively.

Do a good job in the connection between network teaching and after-school teaching. Make a thorough investigation of students' online learning and make a targeted teaching plan; The school said that it is necessary to promote the teaching work after the start of school and increase the assistance to students with learning difficulties. Strengthen the care for the children of frontline medical staff in epidemic prevention.

Large-scale party activities in the school are suspended, classes are not held in the same class, the library is temporarily closed, and the function room and laboratory are suspended when necessary.

Do a good job in campus environmental sanitation, thoroughly clean the school sanitation, carry out preventive disinfection treatment on the surface of objects, and open windows for ventilation in the classroom. In particular, it is necessary to do a good job in sanitation and disinfection of school buildings and public places such as canteens, dormitories, bathrooms, offices, toilets, elevators, libraries and laboratories.

Organize pre-school safety inspections, focusing on the prevention and control of canteens, drinking water and infectious diseases. When problems are found, they should be rectified immediately.

Strict implementation of campus closed management, comprehensive investigation of all access roads on campus, and good channel control.

Conduct online training on epidemic prevention and control for all teaching staff, and learn the Law on the Prevention and Control of Infectious Diseases and the knowledge of prevention and control in COVID-19.

Strengthen the ventilation of all kinds of living, studying and working places. Ventilation is not less than 3 times a day, and each time is not less than 30 minutes. Try to open the window for ventilation during class, or use mechanical ventilation. If air conditioning is used, the air supply safety of the air conditioning system should be ensured, and sufficient fresh air input should be ensured, and all exhaust air should be directly discharged to the outside.

Strengthen the cleaning and disinfection of tableware, tableware should be disinfected by one person, and students are advised to bring their own tableware. Disinfect public places such as public toilets, elevators, classrooms, offices, student dormitories and outdoor large toys every day; Keep the disinfectant correctly and clearly marked to avoid eating or burning by mistake. When implementing disinfection treatment, operators should take effective protective measures.

Through the opening of psychological hotline and online consultation, teachers and students are provided with mental health education and guidance to improve their psychological coping ability in the face of epidemic situation. Do a good job in learning counseling and psychological counseling for the children of frontline medical staff fighting the epidemic, and pay special attention to the physical and mental conditions of disabled children, children from poor families, returned students from other places and left-behind children.

Strictly implement the health and safety management system for school canteens and students' centralized dining. Canteen employees should hold valid health certificates, do a good job in health examination and morning examination of canteen employees, and prevent them from taking up their posts in spite of illness.

Canteen procurement strictly implements the requirements of claiming certificates, tickets and records, and makes a good account to ensure that the source of ingredients is clear and traceable. Choose suppliers with legal qualifications to purchase raw materials, and it is strictly forbidden to purchase food raw materials such as wild animals with unknown sources.

During the epidemic prevention and control period, cold meat and cold dishes, decorative cakes and raw seafood shall not be supplied. Keep food procurement vehicles and distribution vehicles clean and hygienic. Special foods such as clean vegetables and semi-finished products should be distributed by special refrigerated trucks, and should be cleaned and disinfected before each food transportation.

Strictly implement the safe operation norms for processing, selling and storing food. Cooking food should reach the specified temperature and time, and tableware and utensils should be fully disinfected by thermal and other physical disinfection methods before use. Food samples, kitchen waste disposal, etc. Whether it meets the requirements and is recorded. Strengthen the visual management of the canteen kitchen, and irrelevant personnel are not allowed to enter. Strengthen the protection of self-provided water sources and do a good job in cleaning and disinfecting water supply facilities.

Strengthen the management of garbage classification, collect and clean garbage containers in time, and regularly disinfect with chlorine-containing disinfectant with effective chlorine of 500 mg/L.

To ensure the normal operation of school hand-washing facilities, every 40-45 people in primary and secondary schools should be provided with a hand-washing basin or a 0.6m-long hand-washing trough, and kindergartens should be equipped with at least 6 hand-washing faucets, hand sanitizers and soaps in each class. , conditional can be equipped with inductive hand disinfection facilities.

1. 2. The school shall formulate the school epidemic prevention and control work plan, including the epidemic prevention and control work leading group, the job responsibility system of each post, the epidemic prevention and control work flow, the information reporting flow, the parents' communication mechanism, and the emergency plan. , there is a clear system, responsibility to people, and training and drills.

3. According to the prevention and control requirements of the health department and the actual situation of the school, formulate a detailed and comprehensive school plan. The epidemic situation is basically controlled, the school does not have the basic prevention and control conditions, and the health and safety of teachers, students and the campus public cannot be effectively guaranteed before the school can start.

4. Do a good job in school epidemic prevention and control propaganda. Make a good voice and spread a good voice around the experience, typical figures and epidemic prevention knowledge in fighting the "epidemic situation". Timely, accurate, open and transparent release of relevant information, strengthen the publicity and interpretation of policies and measures, respond to the concerns of teachers and students, and educate and guide teachers and students not to make rumors, believe in rumors or spread rumors.

5. Establish a daily newspaper and zero reporting system. During the epidemic prevention and control, adhere to the principle of "daily report" and "zero report" in territorial management. 4. Strengthen campus inspection and control, deal with campus safety emergencies in a timely manner, and deal with public opinion incidents involving schools in a timely manner.

5. Under the guidance of local disease control institutions, do a good job of cleaning, instant disinfection and terminal disinfection in the dormitory, classroom and other epidemic spots and public places where the cases are located in accordance with the disinfection guidelines.

6.
