What bank card doesn't charge annual fee and SMS fee?

Ordinary debit cards of national banks free of annual fees include: Postal Bank, Guangfa Bank (except Dongguan), China CITIC Bank, Huaxia Bank, Minsheng Bank, Ping An Bank, Shanghai Pudong Development Bank and Industrial Bank.

SMS is free. Never heard of it. Generally speaking, it is free for VIP customers of banks to send text messages, and so is credit card text messages of ICBC.
