Measures of Daqing Education Bureau on the Treatment of Primary and Secondary School Teachers in Daqing City (Trial)

In order to further standardize the teaching behavior of primary and secondary school teachers, effectively reduce the burden on primary and secondary school students, strengthen the construction of teachers' morality and style, correct the education industry atmosphere, maintain a good image of education, and run a satisfactory education for the people, in accordance with the requirements of the municipal party committee, the municipal government, and the municipal commission for discipline inspection, according to the relevant policies and policies of the state, province and city,

1. The term "teachers in primary and secondary schools make up classes in disorder" as mentioned in these Measures refers to that in-service teachers in public primary and secondary schools take advantage of their positions to make money, mobilize and organize students to participate in various forms of remedial classes and make up classes by forcing, hinting, not giving lectures in class and other improper means, or that in-service teachers in public primary and secondary schools engage in educational and teaching activities in private educational institutions, which affects school education and teaching work, causes dissatisfaction among students and parents and causes adverse effects.

2. Once verified, teachers in primary and secondary schools will be ordered to stop immediately and refund the fees collected, and they will be dealt with by their schools and higher authorities in accordance with their management authority.

(1) If a teacher makes up classes at random, the school where he works shall order him to make a review at the faculty meeting of the school and cancel his qualification for selecting various advanced and promoted professional and technical positions in that year. The higher authorities of the school conducted informed criticism.

(2) If a teacher has twice made up classes in disorder, he will be disqualified from selecting various advanced and promoted professional and technical positions within three years. Those who have been employed in the corresponding positions will be reduced by one year for the first-level professional and technical positions, and the post salary and salary scale will also be lowered.

(3) Teachers who have run classes and made up classes in disorder for more than three times (including three times) will be disqualified from selecting various advanced and promoted professional and technical positions within five years. Those who have been employed in the corresponding positions will be reduced by three years for the first-level professional and technical positions, and the post salary and salary scale will also be lowered.

(4) The school will terminate the employment contract of teachers who have been engaged in the employment system because they have repeatedly failed to make up classes and make up lessons, and the circumstances are particularly serious.

3. For schools that fail to stop teachers from running classes indiscriminately and making up missed lessons, the higher authorities in charge of the school will deal with them accordingly.

(1) There have been two cases of teachers running classes and making up lessons in a year, and the higher authorities in charge of the school have conducted informed criticism on the school and cancelled all kinds of advanced qualifications selected by the school that year.

(2) There have been more than three cases (including three cases) of teachers' disorderly classes and remedial classes in the school within one year. In addition to the informed criticism given to the school by the superior department in charge of the school and the cancellation of the school's selection of various advanced qualifications within two years, it has also been exposed in the news media, and the principal of the superior department in charge of the school has admonished the principal.

(3) Schools that have repeatedly banned teachers from running classes and making up lessons indiscriminately and have a strong social response will adjust their principals according to organizational procedures.

In case of any conflict with the documents previously issued by Daqing Education Bureau, these Measures shall prevail. The Daqing Municipal Education Bureau shall be responsible for the interpretation of these Measures.
