Prevention measures of snowstorm, strong wind, cold wave, fog and high temperature disaster in Shijiazhuang city

Chapter I General Provisions Article 1 In order to avoid and reduce losses caused by meteorological disasters, protect the safety of people's lives and property, and promote the development of economic and social sciences, these measures are formulated in accordance with the "Measures for the Prevention of Blizzard, Cold Wave, Fog and High Temperature Disasters in Hebei Province", "Regulations on the Prevention of Meteorological Disasters in Hebei Province" and other laws and regulations, combined with the actual situation of this Municipality. Article 2 These Measures shall be observed in the defense of snowstorm, gale, cold wave, fog and high temperature disasters (hereinafter referred to as meteorological disasters) within the administrative area of this Municipality.

Where there are other provisions in laws and administrative regulations on the prevention of disasters caused by meteorological factors, such as derivative disasters, secondary geological disasters, floods and droughts, forest fires, etc., those provisions shall prevail. Article 3 The prevention of meteorological disasters shall adhere to the principles of people-oriented, scientific defense, government-led, departmental linkage and social participation. Article 4 People's governments at or above the county level shall strengthen their leadership in meteorological disaster prevention, set up meteorological disaster prevention headquarters, improve the meteorological disaster prevention system, establish and improve the coordination mechanism and responsibility system for meteorological disaster prevention, and incorporate the funds needed for meteorological disaster prevention into the fiscal budget at the corresponding level. Article 5 The competent meteorological departments of the people's governments at or above the county level shall be responsible for the monitoring, early warning and prevention of meteorological disasters within their respective administrative areas. The relevant departments of the people's governments at or above the county level shall, in accordance with the division of responsibilities, do a good job in meteorological disaster prevention. Article 6 People's governments at or above the county level shall organize competent meteorological departments and relevant departments to publicize laws and regulations on meteorological disaster prevention to the society, popularize meteorological disaster prevention knowledge, and improve public awareness and ability of disaster prevention and mitigation.

Schools should incorporate meteorological disaster prevention knowledge into relevant courses and extracurricular education content, and cultivate and improve students' awareness of meteorological disaster prevention and their ability of self-help and mutual assistance. Chapter II Release and Dissemination of Early Warning Information Article 7 The people's governments at or above the county level shall establish and improve the system of release, dissemination and reception of early warning information of meteorological disasters, so as to improve the timeliness and coverage of early warning information release.

Meteorological offices and stations subordinate to the competent meteorological departments of the people's governments at or above the county level shall issue meteorological disaster early warning information in accordance with their duties, and other organizations and individuals shall not release meteorological disaster early warning information to the society. Article 8 Meteorological offices and stations subordinate to the competent meteorological departments of the people's governments at or above the county level shall report the meteorological disaster warning information to the people's governments at the corresponding levels in a timely manner, and notify the relevant meteorological disaster prevention and rescue departments and units. Article 9 Meteorological offices and stations subordinate to the competent meteorological departments of the people's governments at or above the county level shall closely monitor the weather changes, change or cancel the meteorological disaster warning in time, and improve the accuracy and timeliness of the disastrous weather forecast and warning. Article 10 The meteorological disaster prevention assistants, information officers or liaison officers designated by township (town) governments, subdistrict offices, village (neighborhood) committees and management units of schools, hospitals, stadiums (gymnasiums), airports, stations and other crowded places shall, after receiving the meteorological disaster early warning information provided by the meteorological offices and stations affiliated to the competent meteorological departments, timely disseminate it to the units and individuals that may be affected. Article 11 Information dissemination units such as radio, television, newspapers, telecommunications and the Internet shall timely, accurately and freely broadcast or publish meteorological disaster warning information provided by meteorological offices and stations affiliated to local competent meteorological departments through emergency live broadcast, TV-related columns, news websites, rolling subtitles and mass SMS, and shall not refuse, delay the dissemination or arbitrarily change the meteorological disaster warning information. Twelfth schools, hospitals, shopping malls, stadiums (gymnasiums), transportation hubs, airports, highways, tourist attractions (spots), communities and other crowded places, should do a good job in the reception and dissemination of meteorological disaster warning information. Article 13 Township people's governments, sub-district offices and village (neighborhood) committees shall, according to local conditions, use wired broadcasting, loudspeakers, electronic display screens, gongs and drums to disseminate meteorological disaster early warning information. Chapter III Disaster Prevention and Emergency Response Article 14 The people's governments at or above the county level shall organize competent meteorological departments and relevant departments to conduct a general survey of the types, frequencies, intensities and losses caused by meteorological disasters within their respective administrative areas, establish a meteorological disaster database, and implement graded early warning according to the types, development trends and possible harm degree of meteorological disasters. Fifteenth meteorological disaster prevention headquarters of the people's governments at or above the county level shall, according to the meteorological disaster warning information, organize relevant departments and units to hold consultations, decide to start the corresponding level of emergency response, and report to the people's government at the next higher level. Sixteenth after the start of emergency response, the competent meteorological departments of the people's governments at or above the county level shall organize their subordinate meteorological stations to track and monitor meteorological disasters and carry out on-site services. Relevant departments and units shall take corresponding emergency measures. Article 17 Township people's governments, sub-district offices, village (neighborhood) committees and relevant units in places where meteorological disasters occur shall, according to the decisions and orders of the local people's governments, carry out publicity and mobilization, organize the masses to carry out self-help and mutual rescue, and help maintain good social order.

Units and individuals where meteorological disasters occur shall obey the decisions and orders of the local people's government, cooperate with the people's government and relevant departments to take emergency measures and do a good job in emergency avoidance. Eighteenth according to the total amount and duration of snowfall, blizzard warning is divided into four levels:

(1) blue warning (level Ⅳ): It is estimated that the total snowfall in the next 24 hours will reach 10 mm or more;

(2) Yellow warning (Grade III): It is estimated that the total snowfall in the next 24 hours will reach15mm or more;

(3) Orange warning (Grade II): It is estimated that the total snowfall in the next 24 hours will reach more than 20 mm;

(4) Red Warning (Grade I): It is estimated that the total snowfall will reach more than 30mm in the next 24 hours.
