Supply and marketing cooperatives are cooperative economic organizations serving agriculture, an important channel for communication between urban and rural areas, and an important force for promoting rural economic development and social progress. In order to further implement the Opinions of the State Council on Accelerating the Reform and Development of Supply and Marketing Cooperatives (Guo Fa [29] No.4), combined with the actual situation of this city, the following implementation opinions are put forward:

1. Clarify the significance and objectives of accelerating the reform and development of supply and marketing cooperatives

At present, Shanghai has entered the development stage of promoting agriculture through industry, speeding up the transformation of traditional agriculture, taking the road of agricultural modernization with China characteristics, and making efforts to break the dual structure between urban and rural areas. It is urgent to coordinate urban and rural development, deepen rural reform, develop modern agriculture, promote the construction of agricultural socialized service system and ensure farmers' sustained income increase. Accelerating the reform and development of supply and marketing cooperatives in Shanghai is of great significance for improving the commodity circulation system in the rural market, further strengthening the service for agriculture, rural areas and farmers, stimulating rural demand, building modern agriculture and promoting the construction of a new socialist countryside.

To promote the reform and development of supply and marketing cooperatives under the new situation, we should fully implement the spirit of the 17th National Congress of the Communist Party of China and the previous plenary sessions of the 17th National Congress, take Deng Xiaoping Theory and Theory of Three Represents as the guidance, thoroughly implement Scientific Outlook on Development, adhere to the purpose of serving agriculture, adhere to the direction of socialist market economy reform, adhere to the concept of cooperation, alliance and opening up to run cooperatives, and accelerate the formation of urban and rural economic and social integration requirements around Shanghai. (5) Strengthen the construction of talent teams in supply and marketing cooperatives. Supply and marketing cooperatives should actively implement the strategy of rejuvenating the society with talents, introduce and train all kinds of management and professional and technical talents, optimize the knowledge and age structure of cadres and workers, and cultivate a team of high-quality cadres and workers who are willing to contribute, be brave in innovation and be good at pioneering.

VI. Effectively support the reform and development of supply and marketing cooperatives

(1) Properly solve the problems left over from history. Support financial institutions to pay close attention to the disposal of bank debts owed by the supply and marketing cooperatives in this Municipality, and properly dispose of historical debts and interests that are truly unpaid due to the closure, bankruptcy or cancellation of enterprises. In the reform and reorganization of supply and marketing cooperatives and the implementation of the separation of main and auxiliary enterprises, the original enterprise's allocated land use right can be disposed of with reference to the spirit of the Notice of Shanghai Municipal People's Government on Forwarding Six Departments, including the Municipal State-owned Assets Supervision and Administration Commission, on Promoting the Separation of Main and Auxiliary Enterprises, the Adjustment of Auxiliary Assets and the Disposal of Land Use Right in the Restructuring and Reorganization of Small and Medium-sized Enterprises (Hufu [29] No.29). Under the premise of not changing the nature and use of land use right, the allocated land use right can be audited by relevant municipal departments. If the original state-owned allocated construction land used by supply and marketing cooperatives can be disposed of by means of transfer or lease upon approval, the proceeds will be divided into two lines of revenue and expenditure, and priority will be given to paying for the bankruptcy of supply and marketing cooperatives and the resettlement expenses for employees of restructured enterprises, and improving rural circulation infrastructure. We should pay close attention to the implementation of relevant policies and effectively solve the problem of basic old-age insurance for employees of supply and marketing cooperatives.

(2) increase policy support. The municipal, district and county governments can give corresponding supporting policies to the special support funds of the central government obtained by the supply and marketing cooperatives in this Municipality to promote the construction of the "New Rural Modern Circulation Service Network Project". Support city, district and county supply and marketing cooperatives and their affiliated enterprises to participate in the formation of rural financial service institutions such as village banks, microfinance companies and guarantee companies. Support supply and marketing cooperatives to make use of various educational and training resources to carry out the training of farmers' professional cooperative leaders and agricultural product brokers, and give policy support.
