Leaders and staff of provincial, city, county (city, district) governments, agriculture-related departments, township grass-roots governments, service personnel of agricultural (forestry, animal husbandry and fishery) technology extension institutions at all levels, all staff of administrative villages, agricultural enterprises, farmers' professional cooperative organizations, large rural farmers, agricultural product marketers, ordinary farmers, distribution stalls in farmers' markets, supermarkets, hotels, canteens and other related personnel. However, the applicant must fill in the application form and sign it himself. Only system administrators of agricultural departments at all levels can use farmers' mailboxes after registering and opening accounts.

Six different forms are designed according to different types, and the corresponding forms are filled in according to the types of users. After the name, grade and ID card are audited by system administrators at all levels, the user will sign and issue the initial user name and password. The system administrator registers and opens an account according to the application form. When the user uses it for the first time, open the farmer's mailbox website and enter the initial user name and password (the initial user name and password will be informed when applying for the farmer's mailbox). After logging in, he immediately modified the initial user name and password, that is, the Zhejiang farmer mailbox was officially opened, and he could send supply and demand information, emails, text messages and so on. The modified user name and password will be used as the user name and password for logging in the farmer's mailbox in the future, and will be properly kept.
