Opinions of the national leading group on promoting the construction of national e-government network

In order to conscientiously implement the spirit of the 16th National Congress of the Communist Party of China and the Third, Fourth and Fifth Plenary Sessions of the 16th National Congress, implement the tasks set forth in the Circular of the General Office of the General Office of the Central Committee of the CPC and the State Council on Forwarding (Zhongfa [2002] 17), give full play to the basic role of the network in e-government construction, and promote the healthy development of e-government and informatization. The following opinions are put forward to promote the construction of national e-government network.

I. Main principles

To promote the construction of national e-government network, we must adhere to the following principles:

-Demand-oriented and overall planning. According to the needs of the central and local governments to carry out e-government construction and the unified deployment of the national leading group, the national e-government network construction will be promoted.

-integrating resources and serving applications. Make full use of national public communication resources, strengthen the integration of existing network resources, promote interconnection, form a unified national e-government network, and provide services for business application systems in various regions and departments.

-Pay attention to development and security. Adhere to both development and security, and take comprehensive technical and management measures to ensure the security of the national e-government network and business application system.

Second, the construction goal

The national e-government network consists of the internal government network and the external government network based on the national e-government transmission network. The government intranet is formed by the interconnection of business networks of party committees, people's congresses, governments, CPPCC, courts and procuratorates, which mainly meets the needs of internal office, management, coordination, supervision and decision-making of government departments at all levels, and also meets the special office needs of government departments at or above the sub-provincial level; The government extranet mainly meets the social management, public service and other social-oriented service needs of government departments at all levels.

The goal of promoting the construction of national e-government network is to form a unified national e-government transmission backbone network from the central government to the local government in about three years, build an e-government intranet and an e-government extranet that basically meet the business application needs of government departments at all levels, improve the national e-government network security guarantee mechanism, improve the national e-government network management system, and provide network support for the development of e-government.

Third, the management system

Under the leadership of the national leading group, the General Office of the Central Committee, the General Office of the National People's Congress Standing Committee (NPCSC), the General Office of the State Council, the General Office of the Chinese People's Political Consultative Conference, the Supreme People's Court and the Supreme People's Procuratorate are respectively responsible for the construction and management of their respective government intranet business networks. According to the needs of business development, the CPC Central Committee and various departments in the State Council have deployed business application systems with different security levels by using the national e-government network. The State Council Press Office is responsible for specific coordination.

* * * The General Office of the Central Committee, together with the General Office of the State Council, is responsible for coordinating the construction and management of the top-level interconnection platform among the business networks of the Party Committee, the National People's Congress, the government, the courts and the procuratorates in the government intranet, guiding the construction of the government intranet management exchange system, and studying and drafting relevant management measures for the government intranet.

The State Council Information Office, together with the National Development and Reform Commission, is responsible for coordinating the management of government extranet.

The State Council Information Office set up a national e-government management agency. The national e-government management agency is responsible for organizing and coordinating relevant units, making full use of national communication resources, forming a backbone network of e-government transmission from the central government to all provinces (autonomous regions and municipalities directly under the Central Government), making overall plans for the network address and domain name of the national e-government network, and organizing research and drafting of relevant standards and management measures.

In accordance with the spirit of this opinion, all regions should make full use of existing resources, reasonably arrange the construction and management of local e-government networks in combination with the actual situation, ensure the connection with the backbone network of e-government transmission from the central government to the provinces (autonomous regions and municipalities directly under the Central Government), realize the horizontal interconnection of local business networks and the interconnection with superior business networks, and promote the healthy development of e-government.

Fourth, the work deployment

(a) the national unified e-government transmission backbone network. The national e-government management institution shall organize and coordinate relevant units, make use of national communication resources to form an e-government transmission backbone network from the central government to all provinces (autonomous regions and municipalities directly under the Central Government), and be responsible for coordinating the interconnection of e-government transmission backbone networks at all levels to form a unified national e-government transmission backbone network. The central and local governments should gradually integrate the existing dedicated transmission backbone network in light of the actual situation; If it is really necessary, it is allowed to continue to exist after approval. All localities and departments are not allowed to re-lay independent lines and set up transmission backbone networks.

(two) to promote the construction of government intranet and government extranet. * * * The General Office of the Central Committee, together with the General Office of the State Council, will co-ordinate the construction of the government intranet, and provide network support for the CPC Central Committee and the State Council departments respectively to ensure the interconnection of existing business networks. The State Council Information Office, together with the National Development and Reform Commission, co-ordinates the management of government extranet and provides network support for the construction of various business application systems. * * * The General Office of the Central Committee, the General Office of the National People's Congress Standing Committee (NPCSC), the General Office of the State Council, the General Office of Chinese People's Political Consultative Conference, the Supreme People's Court and the Supreme People's Procuratorate respectively build and manage their own business networks according to unified network addresses and domain names. All regions should promote the construction of government intranet and government extranet based on the national unified e-government transmission backbone network.

(three) to ensure the national e-government network and information security. The construction of government intranet and government extranet should take corresponding protection measures according to the relevant requirements of information security level protection. It is necessary to establish a unified password and key management system, network trust system and security management system to ensure information security at different levels, levels and fields. The construction and management of information systems involving state secrets shall be carried out in strict accordance with the relevant confidentiality provisions of the party and the state.

(4) Promoting the construction of business application systems. * * * The General Office of the Central Committee and the General Office of the State Council respectively organized and coordinated the deployment of business application systems of various departments of the CPC Central Committee and the State Council to do a good job in supervision and guidance. All localities and departments should, in accordance with the unified requirements and relevant standards, clarify the deployment scope of their own business application systems, strengthen the development of information resources, and promote related business applications according to their respective functions and actual work.

(1) Strengthen organizational leadership. Under the leadership of the national leading group, all regions and departments should cooperate with each other to jointly promote the construction of a unified national e-government network. Leading institutions of informatization in various regions should formulate implementation plans for e-government network construction in their own regions, clarify responsibilities and pay close attention to implementation. The State Council Information Office and relevant departments should strengthen organization and coordination and speed up the construction of e-government network.

(two) to ensure the implementation of funds. The funds required for the construction, operation and management of the national e-government network shall be borne by the central and local governments respectively. The National Development and Reform Commission shall, according to the requirements of this opinion, speed up the examination and approval of government intranet construction projects and arrange construction funds from the central budget investment. The funds for the operation and maintenance of the e-government transmission backbone network from the central government to the provinces (autonomous regions and municipalities directly under the Central Government) shall be arranged by the central government. Network construction and service procurement should strictly implement the relevant provisions of government procurement. Technical support and operation and maintenance should adhere to the direction of socialization and specialization.

(three) responsible for the construction, operation and management of networks at all levels. All localities and departments should be responsible at different levels in accordance with the unified deployment and requirements of the national leading group, implement the construction tasks, improve the management system, improve the operation mechanism, do a good job in the construction, operation and management of the national e-government network, and effectively integrate resources, operate in an orderly manner, manage in place and ensure safety.
