How long does the law require banks to receive SMS notifications of consumption?

There is no relevant provision in the law.

Generally speaking, the notification time of each bank is a little different. But it should be received in a few minutes.

I used it myself, and ICBC received it as soon as it was used. It takes no more than 1 min.

The Agricultural Bank of China is a little longer, and it may take several minutes to receive it. It feels a little behind.

CCB is somewhere in between.
