In order to protect public safety and citizens' personal and property safety, and prevent noise and air pollution, according to the provisions of the Environmental Protection Law of People's Republic of China (PRC), the Criminal Law of People's Republic of China (PRC), the Law of People's Republic of China (PRC) on Public Security Administration Punishment and the Regulations on the Safety Management of Fireworks and Firecrackers, the sale of fireworks and firecrackers in tangyin county is now prohibited.

In order to implement the relevant requirements of the Notice on Further Optimizing the Implementation of Epidemic Prevention and Control Measures in COVID-19 (Joint Prevention and Control Mechanism 1 13), guide rural areas to do a good job in epidemic prevention and control and health services in COVID-19 under the current situation, ensure that returnees and rural residents can get basic medical and health services in time during the New Year's Day and Spring Festival in 2023, and ensure people's health and life safety, this plan is formulated.

I. General requirements

All localities should attach great importance to epidemic prevention and control and health services in rural areas. According to the variation of epidemic strains in COVID-19 and the current epidemic situation in COVID-19, in view of the relative shortage of health service resources in rural areas, the increase of population mobility during New Year's Day and Spring Festival, and the increase of migrant workers returning from cities, the main responsibility of the territory should be effectively implemented, and all aspects of resources and forces should be integrated as a whole, so as to form a strong joint force in rural areas to scientifically and effectively respond to the epidemic situation and do a good job in health services in all directions and in the whole chain. Two, focusing on rural epidemic prevention and health services.

Local epidemic prevention and control institutions at all levels should strengthen overall coordination, guide county-level prevention and control institutions to effectively implement their responsibilities, and strengthen publicity and guidance on epidemic prevention and control during the "two festivals" of returnees. Township governments and villagers' committees should pay close attention to the information of returnees in a timely manner, prompt them to do a good job in health monitoring, standardize wearing masks at the beginning of returning home, reduce contact with middle-aged and elderly people, especially those with basic diseases, and inform the rural medical and health institutions where they live. Returnees who have symptoms related to COVID-19 infection such as fever, dry cough, fatigue and sore throat can contact township hospitals or village clinics, and rural medical staff can provide them with necessary services such as health consultation, health monitoring, antigen detection and medication guidance. For asymptomatic infected people and mild patients, take home treatment to remind them not to go out at home and try to reduce contact with their families. Villagers' committees and village clinics should provide convenience for returnees to obtain symptomatic treatment drugs and antigen detection kits in time. Those with obvious symptoms can be guided to a fever clinic, and those with persistent high fever and dyspnea for several days can be guided and assisted to be referred to a higher hospital in time.

(2) Strengthen services for key rural groups. Give full play to the role of county and township governments, villagers' committees and their public health committees, township hospitals and village clinics, and find out the health status of the elderly, pregnant women, widowed elderly and left-behind children with basic diseases in the village group. Relying on the health management project of basic public health services for the elderly, we will improve residents' electronic health records, establish a database of health status of key rural populations, implement the Work Plan of Health Services for Key Population in COVID-19, and strengthen classified and graded health services. Rural medical staff strengthen health guidance, monitoring, medication and antigen detection services for home treatment observers through telephone, video, WeChat or offline follow-up. Implement the service responsibility of villagers' committees for home treatment observers, especially for elderly and disabled people living alone who lack the ability of self-health management, and assist them in health monitoring and timely feedback to rural medical institutions.

(three) to speed up the rural population, especially the elderly COVID-19 vaccination. Three, give full play to the role of medical and preventive collaborative grading services in rural tertiary medical and health institutions.

All localities should promote the implementation of classified treatment and health management services for COVID-19-infected people in rural areas in accordance with the requirements of the Work Plan for Improving Rural Medical Security Capacity in COVID-19 by Relying on County Doctors. Based on the counterpart assistance relationship between urban and rural hospitals in the province, select secondary and above general hospitals with strong comprehensive strength in cities in the province, establish counterpart assistance mechanism with counties (cities) according to the principle of zoning, do a good job in graded diagnosis and treatment based on medical institutions, and improve the process of first diagnosis, reception and referral at the grassroots level. For high-risk groups with symptoms related to COVID-19 infection, rural medical and health institutions timely guide antigen detection and home treatment observation, closely monitor health status, and guide and assist in referral when necessary. Strengthen the health monitoring of key groups such as the elderly, ensure that high-risk infected people with serious diseases such as basic diseases of the elderly are found and treated in time, clarify and unblock the "green channel" for referral, and improve the efficiency of referral. Implement the transportation security mechanism for villagers with referral needs. In principle, point-to-point transportation should adopt self-driving or 120 ambulance mode. Villages and towns should make overall arrangements and mobilize social organizations, social workers, volunteers and social charity resources to assist in medical referral.

(two) township hospitals to speed up the improvement of COVID-19 patients receiving capacity. In principle, the setting of fever clinics in township hospitals should achieve full coverage and achieve "full setting" and "full opening". (four) improve the family doctor contract service. Accelerate the improvement of the coverage of contracted services for the elderly over 65 years old in rural areas, and achieve full coverage of contracted services for key groups.

Epidemic prevention and control institutions at all levels in COVID-19 should give full play to the role of overall coordination, organization and scheduling, publicity and guidance, implement government responsibilities, improve working mechanism, strengthen departmental coordination and cooperation, highlight the focus of work in the new situation and new stage, increase the support and guarantee for rural medical and health services to deal with the COVID-19 epidemic, and unblock bottlenecks, remove obstacles and solve problems in terms of funds, manpower, resources, technology, facilities and equipment.

(two) actively play the role of township governments and villagers' committees. Township governments, villagers' committees and their public health committees shall, under the unified leadership and guidance of local prevention and control institutions, implement the responsibilities of organization, mobilization, coordination, publicity and guidance in epidemic prevention and control, and cooperate in policy propaganda, health education, vaccination, health investigation of key populations, family treatment management of infected people, drug procurement and distribution, and service guarantee. It is necessary to establish and improve the coordination and linkage mechanism of villagers' committees, public health committees, township hospitals and village clinics, and strengthen cooperation and information sharing.

(three) to ensure the manpower of rural medical and health institutions. Coordinating the deployment of medical staff in the county, combining the service population and service volume of township hospitals, increasing the deployment of medical staff in township hospitals, sending doctors to higher-level hospitals, recruiting retired medical staff in recent five years, and increasing temporary staff, etc., can rapidly expand the medical staff in township hospitals. County hospitals and township hospitals have gradually established an echelon of medical and health personnel. When township hospitals and village clinics are short of medicine and medicine, echelon personnel immediately fill the vacancy through stationing and visiting medical treatment to ensure the normal opening of township hospitals and village clinics and the continuous provision of health services. (four) to strengthen the reserve of basic drugs and antigen detection kits in the county. All localities should increase the supply of therapeutic drugs and antigen detection kits in COVID-19 in rural areas, rural medical and health institutions and pharmacies should strengthen the reserves of symptomatic therapeutic drugs and antigen detection kits such as traditional Chinese medicine, antipyretic and cough, and township hospitals and village clinics should make dynamic reserves according to 15-20% of the service population, and increase them in densely populated areas as appropriate. Provinces (autonomous regions and municipalities) should, in light of local conditions, formulate and publish the list of symptomatic drugs in COVID-19 of township hospitals and village clinics, strengthen municipal co-ordination, timely dispatch at the county level, ensure the drug logistics and distribution of drug supply enterprises, and ensure the continuous supply of drugs in the list of rural medical and health institutions. Increase the application of traditional Chinese medicine, where conditions permit, the corresponding drugs and antigen kits can be configured as reserves for treatment, rehabilitation and health care, and distributed to severely high-risk personnel and key populations in rural areas.

(5) Strengthen equipment configuration and application of medical and health information technology. All localities should strengthen the allocation of oxygen therapy equipment in township hospitals, and village clinics should be equipped with portable lung function meters, finger-clip pulse oximeters, infrared thermometers or forehead temperature guns. Establish and improve the rural telemedicine service network, and accelerate the improvement of the diagnosis and treatment capacity of rural medical and health institutions in COVID-19. Promote the application of medical artificial intelligence aided diagnosis technology in rural areas, especially in remote areas, improve the ability of early detection and rapid disposal, and ensure timely and effective treatment of severe and high-risk groups in rural areas. Encourage qualified areas to use the smart family doctor contract service platform or establish smart health stations in rural areas to improve service efficiency.

(six) concerned about the rural frontline staff and medical personnel. Strengthen the supply of protective articles and disinfection materials in rural frontline institutions and medical and health institutions to ensure that the protection of staff is in place. Pay attention to the physical and mental health of front-line prevention and control personnel and medical staff in rural areas, scientifically arrange shifts and make-up breaks, and try to reduce or avoid continuous long-term work. We should do a good job in logistics support and actively improve the working environment and living conditions. It is necessary to improve the incentive and reward mechanism, give encouragement and support in the process of appraising first, implement the policy of performance pay or temporary subsidy, and mobilize the enthusiasm and work enthusiasm of rural medical staff.
