1. Deaf or speech-impaired people who can't call the police by telephone;

2. Citizens may be infringed when they call the police by telephone, such as robbery on the bus or theft suspects found at home;

3. The citizens only provide general clues to the public security organs, and do not need the police to handle cases on the spot, such as reporting SMS fraud;

4. The public put forward opinions or suggestions to the public security organs, and shall not call the police in case of emergency.
