"Notice on Launching" Safe Production Month "(Chang 'an Fa [2015] No.4) requires that, in combination with the actual situation of our county, the relevant matters concerning launching" Safe Production Month "in the county are hereby notified as follows:

I. Guiding ideology

Fully implement the deployment requirements of the State Council, provincial and municipal safety committees for the 14th national "Safe Production Month", closely focus on the theme of "strengthening the safety rule of law and ensuring safe production", focus on publicity and education activities that are widely participated by the society and loved by the masses, deeply publicize the important expositions on safe production and the new "Safe Production Law" and other laws and regulations, and vigorously popularize safety knowledge. In order to resolutely curb general accidents and realize safe production in our county,

Second, the main activities

(a) to carry out important expositions on production safety and centralized publicity activities for public security according to law.

The first is to carry out roving publicity activities. Villages and towns carry out roving lectures at different levels, publicize in depth the important exposition of safety production, the new Law on Safety Production and the Notice of General Office of the State Council on Strengthening Supervision and Enforcement of Safety Production, strengthen the awareness of safety red line and the concept of safety development, promote public order, and achieve full coverage of villages and towns and key industries. The second is to hold special training courses for leading cadres. Hold special training courses for leading cadres of production safety at county and township levels. The third is to play the role of media propaganda. Use the media to publish articles and online interviews, so that the awareness of the red line of safety production and the concept of rule of law can be deeply rooted in the hearts of grassroots cadres and business leaders.

(two) to carry out safety publicity and consultation day activities.

June 16 is the national safety publicity and consultation day, and the county will carry out the safety publicity and consultation day activities in a unified way. The main members of the township and county safety committees should carry out distinctive and colorful publicity and consultation activities for the public, focus on the profound connotation of "strengthening public security management according to law" and safety laws and regulations, common sense, and provide advice and services on policies and regulations, emergency rescue and other aspects. Publicity and consultation points should have "five things", that is, publicity panels (or posters and wall charts), on-site answers, physical demonstrations, information distribution and volunteer participation. At the same time, it is necessary to organize and guide the activities of the system units and enterprises in this industry. Conditional units should carry out "online consultation" and use the government WeChat Weibo to carry out publicity and consultation activities.

(three) to carry out production safety accident warning and education activities.

The member units of the County Safety Committee organized activities such as watching warning education films and talking. In this system, the industry units and enterprises, analyze the cause of the accident, draw lessons from the accident.

(four) to carry out safety emergency drills.

The county will organize a comprehensive emergency drill for road traffic accidents. The member units of the County Safety Committee organized emergency plan drills in different industries. All enterprises have carried out at least/kloc-0 emergency drills in various forms, which are simple and effective, and have improved the emergency level and emergency rescue ability of the whole society.

(five) to carry out grass-roots activities under the safety culture.

Organize to watch the safety public service advertising propaganda film produced by the Provincial Security Committee, and actively promote it to towns and communities. Organize and participate in the knowledge contest of "implementing the new law and strictly implementing various legal responsibilities". Organize to participate in the third Hunan Lantern Festival of "Safe Production Cup".

(six) to carry out "safe production" activities.

Members of the township and county safety committees, in combination with cracking down on illegal activities, special rectification and administrative inspection, invited local major media reporters to accompany them to cover and report, forming a high-pressure situation that echoed up and down and linked vertically and horizontally, and promoting the implementation of key work in production safety. Invite media reporters to make unannounced visits in the form of "four noes and two straights", timely expose the major security risks found, and follow up and promote the rectification of hidden dangers. Invite the mainstream media to report on the implementation of the "five levels and five coverage" and "five implementation and five in place" safety responsibility system by enterprises at all levels and departments in the county; Interview and report on the development of "nine strikes and nine treatments" against illegal activities in the county, expose existing illegal activities, and urge rectification.

(seven) to carry out distinctive industry activities.

Safety supervision, housing construction, transportation, public security, land and resources, quality supervision and other departments should carry out publicity and education activities on safety topics in light of the actual situation, and the member units of the county safety Committee should play a leading role in demonstration. Trade unions at all levels, Communist Youth League committees, education administrative departments and other units should continue to carry out in-depth activities such as "ankang cup" competition, "Green Safety in Action" and "Safe Campus". Transportation and other departments and units should comprehensively carry out the "safety oath" activities of bus drivers and achieve "five different guarantees" during driving. The propaganda department guides the news media to strengthen the propaganda work of safety production and give full play to the guiding role of media public opinion.

Third, organization

Set up the county's "Safe Production Month" activity organizing committee. Wang Jianguo, director of the office of the county safety committee and director of safety supervision, is the director of the organizing committee, Zhang Yong, deputy director of the county safety supervision bureau, is the deputy director of the organizing committee, and the heads of the member units of the county safety supervision committee are members, who are responsible for macro guidance, research on major issues and decision-making. The office of the Organizing Committee is located in the County Safety Supervision Bureau, with Comrade Zhong Zemin as the director of the office, responsible for guiding departments at all levels and relevant enterprises to carry out the "Safety Production Month" activities.

Relevant departments and enterprises at all levels in the county should set up corresponding organizations, specifically organize and carry out related activities, and timely submit the activities and results to the office of the county organizing Committee.

Four. Activities require

(1) Strengthen organizational leadership. All relevant departments at all levels in the county should attach great importance to it, strengthen leadership, and incorporate the "Safety Production Month" activity into the overall deployment of safety production work in the region and the department. It is necessary to clarify the specific responsibilities of institutions and personnel, implement funds, and organize various activities.

(2) Make plans scientifically. All relevant departments at all levels in the county should closely combine the local and departmental realities, carefully plan and formulate feasible activity plans. It is necessary to highlight key points and innovate forms to ensure that activities are concise and effective.

(3) Pay attention to publicity. All relevant departments at all levels in the county should organize the media to publicize and report various activities with great fanfare. On the special consultation day, the members of the township and county safety committees urged and guided the enterprises in the industry, used outdoor electronic display screens to carry out safety public welfare propaganda, hung banners and posters on safety production, and started wall newspapers and blackboard newspapers to create a strong atmosphere. The office of the county safety committee will send short messages on production safety to the county through the government and enterprise Cai Yun.

(4) Seriously summarize and evaluate. At the beginning of July, the office of the county organizing Committee organized the acceptance. All relevant departments at all levels in the county should do a good job in collecting and sorting out the text and video materials related to the "Safe Production Month" activities, and submit the activity information to the office of the County Organizing Committee in time. The office of the county organizing committee will publicize and promote the experiences and practices of relevant departments at all levels in the county through various ways and forms.
