Article 4 The orderly use of electricity follows the principles of safety and stability, limited protection, and emphasis on prevention.

Article 5 The National Development and Reform Commission is responsible for the management of orderly electricity consumption nationwide, and other relevant departments of the State Council are responsible for related work within the scope of their respective responsibilities.

The power operation department of the people's government at or above the county level is responsible for the orderly power consumption management within its own administrative region, and other relevant departments of the local people's government at or above the county level are responsible for related work within the scope of their respective responsibilities.

Article 6: Power grid enterprises are important implementers of orderly power use; power users should support and cooperate in the implementation of orderly power use.

Chapter 2 Plan Preparation

Article 7: Provincial power operation authorities shall organize and guide provincial power grid enterprises and other relevant units to conduct research based on the annual power supply and demand balance forecast and relevant national policies. , determine the annual orderly power consumption regulation indicators, and decompose them to the power operation departments of various cities.

Article 8 The power operation authorities of various cities should organize and guide power grid enterprises to prepare annual orderly power consumption plans in their regions based on regulatory indicators. The orderly electricity consumption plan at the prefectural and municipal levels should determine users, loads, and lines.

Article 9: Provincial-level power operation authorities shall summarize the orderly power consumption plans of various cities and towns, prepare annual orderly power consumption plans for the region, and submit them to the people's government at the same level and the National Development and Reform Commission for filing .

Article 10 When preparing an annual orderly power consumption plan, in principle, the power and electricity balance should be arranged in the order of peak shifting first, peak avoidance second, power rationing, and finally shutting down.

Power operation authorities at all levels shall not abuse power restrictions and power outage measures in orderly power consumption plans, affecting the normal order of social production and life.

Article 11: In principle, the preparation of orderly power consumption plans shall give priority to ensuring the following power consumption:

(1) Emergency command and response departments, major party, government and military agencies, radio and television , telecommunications, transportation, prisons, and other users related to national security and social order;

(2) Power outages in hazardous chemical production, mines, etc. will cause major personal injuries or serious equipment damage to the security load of the enterprise;

(3) Users of major social activity venues, hospitals, financial institutions, schools, etc. that are related to the safety of people’s lives and property;

(4) Users of infrastructure such as water supply, heating, and energy supply;

(5) Electricity for residents’ lives, drainage, irrigation, fertilizer production and other agricultural production;

(6) National key projects and military industrial enterprises.

Article 12 The preparation of orderly electricity consumption plans shall implement national industrial policies and energy conservation and environmental protection policies. In principle, the following electricity consumption shall be restricted:

(1) Built or under construction in violation of regulations Project;

(2) Eliminated and restricted enterprises in the industrial structure adjustment catalog;

(3) Enterprises whose energy consumption per unit of product is higher than the national or local mandatory energy consumption limit standard ;

(4) Landscape lighting and lighting projects;

(5) Other high-energy-consuming and high-emission enterprises.

Article 13 The power operation authorities and power grid enterprises at all levels should promptly announce orderly power consumption plans to the society and relevant power users, strengthen publicity and organize drills.

Article 14 Electricity users involved in the orderly power consumption plan should strengthen power management and prepare operable internal load control plans. Power grid enterprises should make full use of technical means such as power load management systems to provide help and guidance.

Article 15 Important users should configure emergency security power supplies in accordance with relevant national regulations.

Article 16 When there are major changes in the balance of power supply and demand in the region, the provincial power operation department shall promptly adjust the annual orderly power consumption plan.

Chapter 3 Early Warning Management

Article 17 The power operation authorities at all levels should regularly release to the public power supply and demand balance forecasts, orderly power use plans, relevant policies and measures, etc. Power consumption information, and can entrust power grid companies to disclose monthly and short-term power supply and consumption information.

Article 18 Provincial power grid enterprises should closely track changes in power supply and demand. If it is expected that there will be a gap in power supply due to various reasons, they should promptly report to the relevant provincial power operation authorities.

Article 19: Electric power operation authorities and power grid companies at all levels should release early warning information to the public in a timely manner. Chapter 4 Plan Implementation

Article 20: Provincial power operation authorities shall timely launch orderly power consumption plans based on power supply and demand conditions and report to the people's government at the same level , National Development and Reform Commission.

Article 21 During the implementation of the orderly power consumption plan, power grid enterprises should strengthen the adjustment of surplus and shortage and mutual support between network provinces under the guidance of the power operation department. Power generation companies should strengthen equipment operation and maintenance and fuel storage and transportation. Electricity users should strengthen power-saving management, and users involved in the orderly power consumption plan should take corresponding measures as required.

Article 22: Power grid enterprises should reasonably carry out daily power balance work based on orderly power consumption plans and in combination with actual power supply capacity and power load conditions.

Article 23 On the premise of ensuring the overall implementation effect of the orderly power consumption plan, power grid enterprises should optimize orderly power consumption measures and release the power load in a timely and orderly manner when the power gap shrinks. Try to meet the reasonable needs of users and reduce losses due to power cuts.

Article 24 Under the state of emergency, power grid enterprises should implement accident power limit sequence tables, emergency plans for handling large-area power outages and black start plans, etc.

Article 25: Except for the circumstances in Article 24, before implementing, changing, or canceling orderly power consumption measures for users, power grid enterprises shall perform their duties through announcements, phone calls, faxes, text messages, etc. Obligation to inform.

Article 26 During the implementation of the orderly power use plan, power grid enterprises should carry out statistical work related to the impact of orderly power use on power load, power consumption, etc., and report to the power operation authority in a timely manner.

Chapter 5 Reward and Punishment Measures

Article 27: All localities can use funds from power demand-side management and other aspects to eliminate enterprises in the eliminated or restricted categories in the industrial structure adjustment catalog. Users who implement orderly use of electricity will be given appropriate subsidies.

Article 28 Encourage qualified regions to establish interruptible load electricity prices and high-reliability electricity price mechanisms. Provincial price authorities, together with power operation authorities, may determine interruptible load electricity prices and high-reliability electricity price standards in accordance with the principle of balance of payments, and implement them after submission for approval in accordance with regulations.

Article 29: Power grid enterprises can negotiate and sign interruptible load agreements and high-reliability load agreements with power users other than those enterprises that are eliminated or restricted in the industrial structure adjustment catalog. During the implementation of the plan, interruptible load electricity prices and high-reliability electricity prices will be implemented. The balance of income and expenditure caused by the implementation of the above-mentioned electricity price policies by power grid enterprises will be included in the local sales electricity price adjustment and overall balance.

Article 30 For power users who actively adopt power demand-side management measures and achieve obvious results, restrictions on their power consumption may be moderately relaxed.

Article 31 During the implementation of the orderly power consumption plan, the local power operation authorities shall organize supervision and inspection of the implementation of the plan.

(1) Electricity users who fail to implement the plan and use electricity beyond the quota without authorization must be ordered to make corrections; in serious cases, power supply may be stopped in accordance with national procedures.

(2) Grid enterprises that violate orderly power consumption plans and related policies must be ordered to make corrections; if the circumstances are serious, they may be notified for criticism.

(3) For power generation enterprises that have unplanned shutdowns or whose output is blocked, the provincial power operation authorities should increase their assessment efforts and reduce their annual power generation accordingly.

(4) Electric power operation management personnel who violate relevant regulations must be ordered to make corrections; if the circumstances are serious, administrative sanctions shall be imposed in accordance with the law.

Chapter 6 Supplementary Provisions

Article 32 The meanings of the following terms in these Measures:

(1) Peak shifting refers to the use of peak hours Electrical load is transferred to other time periods, usually without reducing electrical energy usage.

(2) Peak avoidance refers to reducing, interrupting or stopping the electric load during peak hours, which usually reduces the use of electric energy.

(3) Power rationing refers to limiting part or all of the electricity demand of certain users during a specific period of time.

(4) Turning off the power supply means that dispatching agencies at all levels issue dispatching orders to cut off part of the electricity load.

(5) The power gap refers to the sum of the load of all users at a certain point in time due to peak shifting, peak avoidance, power rationing and shutdown.

(6) The power gap refers to the sum of the power of all users affected by peak avoidance, power rationing, and shutdown within a certain period of time.

(7) In the expressions of quantity in these Measures, "above" includes the original number, and "below" does not include the original number.

Article 33 The National Development and Reform Commission is responsible for the interpretation of these Measures.

Article 34: Provincial power operation authorities may formulate relevant implementation rules based on the actual conditions of their regions.

Article 35 These Measures shall come into effect on May 1, 2011.
