The Fifth Plenary Session of the 19th CPC Central Committee emphasized strengthening the employment priority policy, doing everything possible to stabilize and expand employment, and improving the employment support system for key groups. Promoting the employment of college graduates is the top priority of employment work. 202 1 The employment situation of college graduates is complicated and severe, and the employment task is arduous. In order to implement the decision-making arrangements of "stabilizing employment" and "ensuring employment" made by the CPC Central Committee and the State Council, the Ministry of Education decided to implement the "202 1 National Action to Promote Employment and Entrepreneurship of College Graduates", further improve the employment support system for college graduates, make every effort to promote more full and higher-quality employment of college graduates, and serve to accelerate the construction of a new development pattern with domestic macro-cycle as the main body and domestic and international dual-cycle promoting each other. The relevant matters are hereby notified as follows.

First, actively expand policy posts.

1. Make full use of the stable employment policy. Local education departments should cooperate with relevant departments to promote the stable employment policy to concentrate on college graduates, implement policies such as recruiting fresh college graduates for vacant posts in party and government organs, institutions and state-owned enterprises this year and next, make overall arrangements for recruitment, and strive to complete all policy job recruitment before the end of June 20021year.

2. Actively broaden employment channels at the grassroots level. Colleges and universities all over the country should work with relevant departments to organize and recruit grassroots projects such as "Special Post Plan", "College Student Village Officer", "Three Supports and One Support" and "Western Plan" around the implementation of rural revitalization strategy and rural construction, and implement policies such as tuition compensation and preferential treatment for further studies. Local education departments should coordinate with relevant departments to expand the scale of local grassroots employment projects as much as possible. Encourage the adoption of market-oriented and socialized methods, give more policy support, and guide graduates to find jobs and start businesses around the various service needs of urban and rural grassroots communities.

3. Further promote the recruitment of college students. Colleges and universities around the country should cooperate with the military service organs to implement the new requirements of the reform of "two levies and two retreats", and implement the recruitment of college students twice a year, which will be arranged in February-March and August-September respectively, and the pre-recruitment work will be carried out two months in advance, and the first batch will focus on mobilizing and recruiting college graduates. Strengthen the cooperation between the military and the land, and formulate the recruitment plan for local college students according to the new time node. We will implement greater incentive policies. Since 20021,the enrollment scale of graduate students majoring in "retired college soldiers" has gradually expanded from the current 5000 to 8000. From 2022 onwards, ordinary college graduates can be recruited from retired ordinary higher vocational colleges (specialties) without examination. Strengthen recruitment mobilization, focus on promoting new incentive policies and new physical examination standards, and increase the recruitment scale of college students, especially the proportion of graduates.

4. Expand the scale of recruiting scientific research assistants. Colleges and universities around the country should implement the requirements of relevant documents of the Ministry of Science and Technology, the Ministry of Education and other departments, and take the development of scientific research assistant positions as an important measure to deepen the reform of science and technology management system. Enhance the attractiveness of research assistant positions, implement relevant policies such as social insurance and household registration files, and reasonably determine salary standards. Colleges and universities should provide financial and policy support for departments and research teams to recruit research assistants. As the monitoring index of "double first-class" construction, the positions of scientific research assistants and the actual number of employees are included in the important reference factors for arranging and recommending the number of graduate students who are exempt from examination.

5. Promote the orderly connection between all kinds of education and employment. Colleges and universities all over the country should make overall arrangements for all kinds of entrance examinations, complete the enrollment of master students by the end of May 20021year, and complete the enrollment of undergraduate and second bachelor's degrees by the end of June 20021year. The enrollment and education administrative departments of colleges and universities should organize the implementation of the second bachelor's degree policy propaganda, enrollment plan, examination admission and other work.

6. Establish a correct orientation of employing people. Do a good job in the implementation of the Central Committee of the Communist Party of China and the State Council's "Overall Plan for Deepening Education Evaluation Reform in the New Era". Provincial education departments should coordinate with relevant departments to promote party and government organs, institutions and state-owned enterprises to take the lead in reversing the employment orientation of "only prestigious schools" and "only academic qualifications". In the recruitment announcement and actual operation, the graduate school, study experience outside the country (territory) and learning methods (full-time and part-time) shall not be taken as restrictive conditions. Colleges and universities around the country should establish a blacklist system for employers' recruitment, blacklist employers who find employment discrimination, fraud and other problems, and issue warning reminders to graduates regularly.

Second, actively expand market-oriented jobs.

7. Establish a new mechanism to expand employment. Set up a steering committee for college graduates' employment and entrepreneurship, and widely gather market-oriented socialized employment and entrepreneurship resources. Organize a series of activities to meet the supply and demand of employment and entrepreneurship in key provinces, key cities, key industries, small and medium-sized enterprises, etc. Colleges and universities around the country should take the initiative to contact employers and recruitment agencies to broaden the sources of job information through various means. Encourage the organization of regional, industry and alliance recruitment activities.

8. Expand employment space in emerging fields. Colleges and universities all over the country should tap the platform economy, enjoy employment opportunities in the economy, and guide graduates to give full play to their intellectual advantages and start businesses in strategic emerging industries. Encourage graduates to find jobs in advanced manufacturing, modern agriculture and modern service industries through multiple channels. Cooperate with relevant departments to improve social security and flexible employment support policies.

9. Continue to promote entrepreneurship to promote employment. Increase support for "double innovation" and implement preferential policies for college students' entrepreneurship with relevant departments. Continue to hold the China International "internet plus" College Students' Innovation and Entrepreneurship Competition. Organize and carry out the "special activities of entrepreneurship service for college graduates", play the role of entrepreneurship incubation base, promote the growth and development of award-winning projects in various innovation and entrepreneurship competitions, and drive more graduates to achieve employment.

10. Promote employment practice. Establish a national information platform for college graduates' employment practice, and collect and publish information on college graduates' employment practice posts. Colleges and universities all over the country should take internship as an important channel to promote employment, speed up the improvement of employment internship management system, deepen school-enterprise cooperation, build employment internship bases for college students, develop more employment internship positions, and promote more graduates to achieve employment through internships. Cooperate with relevant departments to implement the "Three-year Million Youth Internship Program", provide continuous employment services, and promote unemployed graduates to participate in employment internships.

Third, further improve the level of employment guidance services.

1 1. Enhance the effectiveness of employment and education. Colleges and universities all over the country should regard the employment of graduates as an important part of moral education and "three rounds of education" and constantly improve the work system of "employment and ideological and political education". We will carry out employment education activities with the concept of success, career and employment as the core, and guide graduates to integrate their personal ideal pursuit into the new journey of building a modern country and take the initiative to participate in major national projects, major projects and important fields through lectures on policy situation, demonstration and guidance.

12. Strengthen career development education and employment guidance. Strengthen college students' career development education, and organize the "National College Students' Career Development Education Activity Month" and other activities. Hold the public welfare live broadcast class of "Employment Guidance in internet plus", establish the "National Expert Database for College Students' Employment and Entrepreneurship Guidance", and create the "Master's Gold Course" for College Students' Employment and Entrepreneurship Guidance. Colleges and universities all over the country should carry out career development and employment guidance activities for students of different grades, provide career development consulting and employment psychological consulting services, and guide students to establish a healthy, positive and rational employment mentality.

13. Build a high-quality employment service platform. Strengthen the informatization level of employment service, optimize and improve the "24365 campus network recruitment service", build a "24365 intelligent employment platform for college graduates", build a high-quality employment service system shared by departments, provinces and schools, and organize college employment staff, graduating class counselors and graduates to register and use. Colleges and universities across the country should participate in the implementation of the "24365 Career Plan", accurately collect job requirements and job hunting intentions, and accurately push job information to college graduates. Optimize and improve the online employment service of local schools to improve the accuracy and effectiveness of job matching.

14. Strengthen employment assistance for key groups. We will implement actions to improve the employment and entrepreneurship of graduates from key groups such as low-income families, ethnic minorities and the disabled, and carry out employment and entrepreneurship training for graduates from key groups. Colleges and universities all over the country should establish employment assistance accounts for graduates from low-income families, and focus on helping them in accordance with the requirements of "one person, one file" and "one person, one policy" to help poor students who are willing to find jobs as soon as possible. Continue to implement the "one-help-one" action for employment and entrepreneurship of college graduates in China and Hubei, expand the connotation of cooperation, and promote the "one-help-one" action in depth.
