Article 1 These Measures are formulated in order to mobilize the labor enthusiasm and creativity of the broad masses of passenger transport workers, comprehensively improve the quality of passenger transport services, promote the construction of railway spiritual civilization and material civilization, adapt to the development of the national economy and the needs of passengers, and fully embody the service purpose of "People's Railways for the People". Article 2 The evaluation and reward of advanced stations and vehicles shall follow the principles of adhering to standards, strict conditions, encouraging the advanced and promoting the development of railway passenger transport, with spiritual rewards as the mainstay and material rewards as the supplement, so as to continuously improve the service level of railway passenger transport. Article 3 These Measures shall apply to express buses bound for Beijing, Shanghai and Guangzhou and larger stations approved by the Ministry to participate in the competition. Article 4 In order to strengthen the leadership in the selection of advanced railway stations and cars in Beijing, Shanghai and Guangzhou, the Ministry of Railways has set up a leading group for the selection of railway stations and cars, headed by the deputy minister in charge and the chief dispatcher, and attended by responsible comrades from the departments of transportation, public security, vehicle management, labor, education, health and finance and Lufeng Public Security Department. The transportation bureau is responsible for the daily organization of the evaluation. Article 5 The duties of the leading group for the evaluation of station cars are: to organize the evaluation of station cars in accordance with the provisions of these Measures; Check the recommended stations and carriages for evaluation; According to the station, car assessment conditions and standards for assessment; Comprehensive evaluation of the ranking of advanced stations and cars; Reward advanced stations and cars. Article 6 The Ministry of Railways shall formulate the competition evaluation conditions according to the safety production, service quality, food supply, passenger and luggage transportation, station broadcasting, station sanitation, ticketing organization and basic management of participating racing stations and buses (Annex 1). Seventh stations and cars in any of the following circumstances are not allowed to be recommended to the Ministry to participate in the appraisal:

1, passenger train accident with liability insurance or above;

2. Serious injuries to responsible passengers and employees;

3, fire, explosion, food poisoning accidents, luggage accidents and bills, tickets, cash loss, theft, rats and cockroaches serious major accidents;

4. Serious and above road wind events occur;

5, due to the late responsibility of the station and bus, resulting in a greater impact;

6, station, car service facilities, spare parts seriously damaged, affecting the quality of service or vehicle quality can not meet the first-class standards;

7. The disorder of social security order leads to strong reflection;

8, the quality of work is significantly lower than the evaluation criteria;

9. Deception, concealment or false behavior;

10, the honorary title shall be revoked by the railway administration or the provinces, autonomous regions and municipalities directly under the central government. Article 8 In order to ensure the rationality, fairness and advancement of the station-car competition appraisal, the Ministry of Railways has formulated a unified appraisal standard (Annex II). Article 9 The assessment adopts the scoring method, with a total score of 100.

Railway Bureau self-examination and assessment accounted for 70 points; Public inspection by the Ministry of Railways accounts for 30 points.

All railway stations and cars with self-inspection scores of more than 50 points are eligible to participate in the appraisal. Article 10 The inspection and appraisal of stations and cars shall be divided into competition groups by the Ministry of Railways according to the participating stations, car business volume and train grades. The leading group of station car assessment shall conduct an assessment once a year according to the total assessment score. Eleventh stations and cars are evaluated by the combination of inspection by the Ministry of Railways and the Railway Bureau, mainly by the Railway Bureau; The year-end inspection is combined with the usual inspection, with the usual inspection as the main one; Combining assessment indicators with assessment basic management, focusing on assessment basic management; Adhere to the combination of general work and creative work, focusing on creative work. Twelfth Railway Bureau shall, according to the assessment criteria, conduct two inspections on the daily work of the station cars before the third quarter of each year, and report the inspection results to the Ministry in writing before June 1 and June 10 respectively. If the inspection is not serious or the impact summary is not reported, the qualification for participation will be cancelled. The leading group of station car appraisal will organize relevant personnel to conduct spot checks on the participating station cars at any time. Thirteenth participating stations, cars have adverse reactions and letters of criticism after verification, should be deducted in strict accordance with the assessment criteria; The daily situation of the Ministry and the problems found in spot checks will be deducted from the total score of the year-end assessment. Fourteenth participating stations and cars have creative and distinctive experience in strengthening management and improving service quality. The experience with popularization value will be extended to the railway passenger transport system in addition to adding points to the total score of the year-end assessment. Fifteenth stations and cars that have won the top three in the annual ministerial evaluation shall be awarded mobile medals by the Ministry of Railways. Medals are hung at stations and trains (meals). Article 16 For the stations and trains that won the first prize twice in a row, the Ministry of Railways named them "Civilized Stations" and "Red Flag Trains", and hung plaques and signs outside the stations and train carriages. At the same time, the first manager of the station was praised by the whole road. Seventeenth to get the top three advanced stations and cars to give a one-time reward, the reward standard is 50, 40, 30 yuan per capita. Eighteenth stations and carriages that have been named "Civilization Station" and "Red Flag Train" still need to participate in the evaluation of the original competition group every year. If the total score reaches the first place and above announced by the Ministry of Railways, it will be rewarded according to the first place standard; Show a "yellow card" if you fail to reach the first place score; If the score line of the first place has not been reached for two consecutive years, the honorary title will be cancelled; The revocation of the honorary title below the third place score line will be notified to the whole railway. Those who fail to reach the first place score will not be awarded this competition year.
