I. Objectives, tasks and construction progress in 20 13 years

In 20 13, the provinces and cities issued the objectives and tasks of affordable housing construction in our county: continue to build 665 sets of 33,250 ㎡ low-rent housing, 500 sets of 25,000 ㎡ low-rent housing and 80 sets of 4,000 ㎡ public rental housing. Up to now, actual progress:

1, continue the project. Four 407 sets of 25,350 ㎡ low-rent housing have been completed, and the main works of the remaining 10, 12 126 sets of low-rent housing have been completed, and1/building 132 sets are under construction on the sixth floor.

2. Newly started projects. There are 270 sets of newly-started low-rent housing 14555.34㎡ in GUANLING Neighborhood Committee and the former First Pharmaceutical Factory plot, and 50 sets of newly-started public rental housing (3000㎡) in the former Bai Shu Neigongfang plot on the west side of Longgang South Road in the county. At present, they are all in the stage of infrastructure construction. The remaining 230 sets of11500m2 low-rent housing and 30 sets of1800m2 public rental housing were built on the west side of Zhijie Mining in the county town and the old straight public housing plot respectively. At present, the preliminary work of Tu Tu's construction has been completed, and it is planned to complete the bidding and start construction before the end of August.

The most important thing is that all the newly built, newly started and about to start affordable housing can be promoted in time according to the time nodes required by provinces and cities, and the progress is in the forefront of all counties and districts in the city.

In 20 13 years, the construction of affordable housing in our county is heavy, stressful and complicated. There are six construction sites, which are located in the neighborhood Committee, the first pharmaceutical factory, cypress, straight street and the west side of mining. In particular, the construction of affordable housing in Baishuzhi Street involves the demolition and resettlement of public houses. During the construction and start-up, the phenomenon of surrounding residents petitioning and blocking work has appeared many times. Our bureau did not flinch, but went all out, paid close attention to implementation, made efforts to grasp construction, catch up with progress, ensure quality and produce results, and actively promoted the smooth implementation of the established affordable housing project.

In order to ensure that the affordable housing in our county can be started and completed according to the time node required by provinces and cities, our bureau insists on early planning, early deployment and early action, and pays close attention to the implementation of affordable housing projects. At the end of last year, our bureau invited the departments of land and construction to conduct on-the-spot investigation, analysis and comparison on the land used for the construction of affordable housing this year to determine the best construction site. In terms of planning and design, our bureau promptly hired design units to carry out high-standard design, comprehensively considered the functional requirements such as apartment size, sunshine lighting, complete ventilation and supporting facilities, and economic application, and fully demonstrated the modern Luling cultural features in the facade effect design; During the implementation of the project, we implemented? Dispatch every Monday, supervise for half a month, and report monthly? The project tracking and promotion mechanism has effectively promoted the construction of affordable housing projects in our county.

(2) Emphasis on coordination and promotion. In order to ensure the orderly progress of affordable housing projects under construction and the early start of construction of projects that have not started, our bureau pays attention to communication and coordination, strengthens communication with superiors and departments, and effectively promotes the construction of affordable housing in our county. First, by strengthening the contact with the relevant departments of provinces and cities, we have timely grasped the dynamic information such as the release of affordable housing construction indicators and the allocation of funds, which provides an effective basis for the decision-making of affordable housing construction in our county. Second, by strengthening the contact and coordination with the departments of development and reform, construction, land and finance, we have established the approval of affordable housing projects, planning and design, land priority supply and full use of funds? Green channel? It has created a good environment for the construction of affordable housing. At the same time, all relevant functional departments can perform their respective duties, go all out to support the construction of affordable housing, and form a strong synergy to promote the construction of affordable housing in the county.

(3) Strict management to ensure quality. ? Is the quality of construction engineering a century-old thing? In order to do a good job in the quality of affordable housing construction and strive to build affordable housing projects into projects that people are satisfied with, first, our bureau operates all affordable housing projects in strict accordance with the norms and submits them for approval in sequence, and strictly controls the project construction management and project quality and safety through public bidding, project legal person's responsibility, whole-process supervision of project supervision, item-by-item inspection of quality and safety, and on-site acceptance. Second, in addition to hiring a supervision company to supervise all projects under construction, we also arrange two project supervisors with strong sense of responsibility and excellent style for each construction project to supervise the whole process of feeding and construction (including cement grade, steel bar specification, concrete mix ratio and steel bar arrangement) in the construction of affordable housing, and strictly control the entry of materials, construction supervision and project acceptance. It is also stipulated that project supervisors shall not accept the invitation of the project construction party and strive to build each project into a high-quality project, a high-quality project and a clean project.

(4) Reinvestment to improve quality. In order to improve the function of the affordable housing community as much as possible, so that the guaranteed object can not only move in, but also live with dignity and confidence. At the same time, in the greening of residential areas, we should not only see green according to the required proportion, but also require the main greening landscape to have grades and tastes. At present, we have planned and designed the garbage transfer station and supporting facilities such as greening, beautification and lighting in the affordable housing community, and plan to implement it after the community project is fully completed, and strive to do a good job in the property management of the community and make it a demonstration affordable housing community in our county.

Third, the next work plan

In the next step, our bureau will further intensify its work, speed up the pace of promotion, and ensure that the task of building affordable housing this year is fully completed. The first is to reverse the construction period and grasp the progress. According to the time schedule set by the provinces and cities, further decompose the tasks, strictly implement the target assessment methods, reverse the construction period, strengthen the scheduling, and ensure that the established objectives and tasks are completed ahead of schedule, that is, all the continued affordable housing will be completed before the end of August; All the newly-built affordable housing will be started before the end of August, and more than 50% of the engineering quantity will be completed by the end of June, 65,438+February, 20 14 of the main project will be completed by the end of August, and the project completion acceptance will be completed by the end of June, forming occupancy conditions. The third is to improve facilities and improve quality. On the basis of listening carefully to the opinions of the masses, we will speed up the construction of supporting infrastructure such as greening, lighting, hardening and purification of affordable housing, improve the livability of affordable housing, and ensure that affordable housing will be built into a residential community with complete functions and beautiful environment.
