Measures of Xinjiang Uygur Autonomous Region for Preventing Storm and Blizzard Weather Disaster

Chap I general provisions article 1 in ord to strengthen that defense against meteorological disasters such as gale, rainstorm and blizzard, avoid and reduce the losses caused by meteorological disaster, and ensure the safety of people's lives and property, these measures are formulated in accordance with the State Council's regulations on the prevention of meteorological disasters and relevant laws and regulations, combined with the actual situation of the autonomous region. Article 2 These Measures shall apply to the prevention of weather disasters such as gale, rainstorm and blizzard within the administrative area of the autonomous region. Article 3 The term "gale, rainstorm and blizzard" as mentioned in these Measures refers to major weather and climate events that cause or may cause casualties and property losses, or affect public safety and order. Article 4 Disaster prevention in gale, rainstorm and blizzard weather (hereinafter referred to as bad weather) shall adhere to the principles of people-oriented, prevention first and combining prevention with control, and implement the principles of government-led, departmental linkage, social participation and scientific defense. Article 5 The people's governments at or above the county level shall be responsible for organizing, leading and coordinating meteorological disaster prevention, establishing and improving disaster prevention mechanisms, strengthening disaster prevention infrastructure construction, improving meteorological disaster prevention, information sharing mechanisms and emergency response systems, and improving defense capabilities.

People's governments in areas prone to adverse weather disasters shall organize relevant departments, establish a joint conference system for disaster prevention, formulate and improve emergency plans for disasters, clarify response measures and disposal procedures for various disasters, and urge relevant units to implement defense responsibilities. Article 6 The competent meteorological departments at or above the county (city) level shall be responsible for monitoring, forecasting, early warning and risk assessment of meteorological disasters within their respective administrative areas.

Transportation (roads, railways, civil aviation), land and resources, housing and urban construction, agriculture, forestry and animal husbandry, public security (fire fighting), production safety supervision, civil affairs, communications, radio and television, tourism, education, economy and informatization, water conservancy, electric power, coal and other relevant departments. Implement measures to prevent meteorological disasters according to their respective responsibilities, and establish disaster information interconnection with the competent meteorological departments. Article 7 People's governments at or above the county level shall organize relevant departments to investigate, analyze and evaluate the frequency, intensity, loss, causes, nature and impact of severe weather disasters within their administrative areas, establish a disaster database, delimit the risk areas of severe weather disasters according to the disaster distribution and evaluation results, and formulate corresponding preventive measures. Article 8 When people's governments at or above the county level and their relevant departments implement urban and rural development planning, key regional or regional development and construction planning, planting structure adjustment and facility agriculture development planning closely related to climatic conditions, and start the preliminary work of major infrastructure construction, regional economic development and solar energy, wind energy and other climatic resources development and utilization projects in areas with adverse weather disaster risks, they shall conduct climate feasibility demonstration to avoid and mitigate adverse weather effects. Article 9 People's governments at all levels, relevant departments and news media shall publicize and popularize the knowledge of disaster prevention and mitigation in severe weather in various forms, so as to improve the public's awareness and ability of disaster prevention and mitigation. Chapter II Release and Dissemination of Precautionary Early Warning Information Article 10 According to the gale level, the intensity and duration of rainstorm and blizzard, and the degree of possible harm, four levels of disaster early warning of blue, yellow, orange and red shall be implemented in turn, and the disaster early warning level and preventive measures shall be gradually improved. Eleventh enterprises and institutions in areas vulnerable to severe weather disasters should establish disaster prevention management systems and take disaster prevention measures to effectively prevent disaster risks. Twelfth departments of land and resources of the people's governments at or above the county level shall, jointly with the competent meteorological departments, carry out disaster risk early warning, organize relevant units to investigate hidden dangers of geological disasters, strengthen inspections and monitoring, and do a good job in the prevention and control of geological disasters. Article 13 Meteorological offices and stations subordinate to the competent meteorological departments at or above the county (city) level shall, in accordance with their duties, uniformly issue severe weather warnings, disaster warning signals and related defense guidelines to the society, and report to the local county (city) people's government and the competent meteorological department at the next higher level. Fourteenth radio, television, newspapers, the Internet and other media, should be timely and accurate dissemination of bad weather warning and disaster warning signals.

During the orange and red warning period of severe weather disasters, radio, television, internet and other media and basic telecom operators should spread the facts of severe weather and defense guidelines through live broadcast, rolling broadcast, WeChat, Weibo, online push and SMS to remind the public to prepare for defense. Fifteenth schools, hospitals, shopping malls, farmers' markets, stadiums, airports, stations, tourist attractions (spots) and other crowded places and units vulnerable to bad weather should do a good job in receiving and disseminating meteorological disaster warning information.

Township people's governments and village (neighborhood) committees shall timely transmit disaster warning information to help the masses do a good job in disaster prevention and avoidance. Chapter III Emergency Measures Article 16 After the release of severe weather warning and disaster warning signals, the people's governments at or above the county level and their relevant departments shall decide to start the emergency plan at the corresponding level according to the specific circumstances and enter the emergency response state.

Township people's governments, sub-district offices and village (neighborhood) committees shall, according to the decisions and orders of the relevant people's governments, carry out emergency publicity and mobilization, and do a good job in early prevention and disaster response.
