State secret information shall not be disseminated through any channel.

Organs and units should strengthen the management of state secret carriers, and no organization or individual may commit any of the following acts: (1) illegally acquiring or holding state secret carriers; (2) buying, selling, transferring or destroying state secret carriers without permission; (3) transmitting the carrier of state secrets through ordinary postal service, express delivery and other channels without confidentiality measures; (4) mailing or consigning state secret carriers out of the country; (5) Carrying or transmitting state secret carriers out of the country without the approval of the relevant competent authorities.

Twenty-fifth organs and units should strengthen the management of state secret carriers, and no organization or individual may commit any of the following acts:

Article 26 It is forbidden to illegally copy, record or store state secrets.

It is forbidden to transmit state secrets on the Internet and other public information networks or in wired and wireless communication without security measures.

It is forbidden to involve state secrets in private contacts and correspondence.

Article 27 The editing, publishing, printing and distribution of newspapers, books, audio-visual products and electronic publications, the production and broadcasting of radio programs, television programs and movies, and the editing and dissemination of information in public information networks such as the Internet and mobile communication networks and other media shall abide by the relevant confidentiality provisions.
