According to an Agence France-Presse report on January 13, just after 8 a.m. local time, many people in Hawaii said on social networks that their mobile phones had received an Amber Alert managed by the U.S. Department of Justice. A warning issued by the system: "Emergency Alert: Ballistic missile threat approaching Hawaii. Please take shelter as close as possible. This is not a drill. Although the warning text message was quickly determined to be a false alarm, many Hawaii residents still noticed the alarming news. Lauren McGowan, who was on vacation in Maui near Honolulu, said she was on her way out for breakfast when she received the warning message on her phone. Gowan and his family quickly returned to the hotel, where staff took them and about 30 others into an underground restaurant and handed out water and food. McGowan said the text messages and evacuation process caused "confusion", especially for young children. For the most part, no one knew what was going on because many people in the basement couldn't receive cell phone signals.
