Can the GPS locate the lost mobile phone without turning on the Internet?

No problem. As long as you have registered for the cloud service and enabled the lost recovery function, when the phone is lost and you operate the phone positioning on the computer, the cloud service will send a text message (invisible, but charged) to the phone to instruct the phone to turn on WIFI and GPS. This text message is sent through a normal SMS server and does not require an Internet connection.
