First, conscientiously implement the county-based compulsory education management system.

(1) Consolidate the main responsibility of the county government. The people's governments of counties and districts and the administrative committees of development zones should actively fulfill the responsibility of "county-level people's governments as the main management system" in compulsory education, take the initiative to assume the main responsibility of developing compulsory education, speed up school planning and construction, take effective measures to increase the supply of public degrees, co-ordinate the enrollment of public private schools, effectively protect the right of eligible school-age children and adolescents to receive compulsory education, and resolutely prevent the government from pushing the responsibility of holding compulsory education to the market. The Municipal Education Bureau is responsible for the overall coordination and comprehensive guidance of the school-age children and adolescents in compulsory education in the city, and the education administrative departments of counties, districts and development zones are specifically responsible for the organization and implementation of the school-age children and adolescents in compulsory education within their respective jurisdictions. In principle, the enrollment of compulsory education schools directly under the Municipal Education Bureau is managed by the host city and development zone in a unified way, and the enrollment of junior high schools in the central city is temporarily under the responsibility of the municipal and urban education administrative departments.

It is necessary to seriously investigate and deal with the illegal school-running behavior of off-campus training institutions replacing compulsory education with "Chinese studies classes", "classic reading classes" and "private schools". Parents or other legal guardians who refuse to send school-age children and adolescents to receive compulsory education without justifiable reasons, if the circumstances are serious enough to constitute a crime, shall be investigated for legal responsibility according to law.

(3) Strengthen the organization and management of enrollment. The education administrative departments of counties, districts and development zones should earnestly strengthen the organization and management of compulsory education enrollment, timely judge the supply and demand of degrees, and do a good job in degree prediction. It is necessary to make enrollment plans in advance, formulate enrollment work plans and emergency plans, and guide schools under their jurisdiction to properly handle hot and difficult issues in enrollment work. In areas where the population is concentrated or the degree is insufficient, it is necessary to make overall consideration of the actual situation such as household registration and legally stable residence, and formulate reasonable rules for compulsory education enrollment and announce them to the public. It is necessary to strengthen communication with public security departments such as household registration, housing construction, natural resources, towns and streets, make full use of modern information technology to implement multi-departmental joint audit and verification, and do a good job in comparing the registration information of school-age children and adolescents. Schools in all compulsory education stages should standardize enrollment procedures, guide parents of school-age children and adolescents to provide timely and accurate information on their studies, and do a good job in information verification and scientific sorting.

(4) Establish an early warning system for enrollment. The education administrative departments of counties, districts and development zones should strengthen the prediction and analysis of the changing trend of the school-age population. The number of school-age children and adolescents in the permanent population is increasing year by year, and the supply of degrees is tight. It is necessary to promptly issue early warning tips to the society and reasonably guide parents' expectations. During the enrollment period, early warning will be given to schools with large classes in the region to ensure that the initial grades of primary and secondary schools are enrolled in strict accordance with the standard classes prescribed by the state, and resolutely prevent new large classes from being added. Super-large classes with more than 66 students will be cancelled, and the proportion of large classes with more than 56 students will be reduced compared with the previous year. Conditional counties and schools, the enrollment scale of primary schools does not exceed 45 students per class, and junior high schools do not exceed 50 students per class.

All public and private compulsory education schools must strictly abide by the regulations on compulsory education entrance without examination, and shall not use examinations, tests or any disguised unified intellectual examinations to select students, organize any forms of interviews and interviews in enrollment, freshman registration and other links, ask students any questions about Chinese, mathematics, English and other disciplines, jointly organize various examinations with off-campus training institutions for the purpose of selecting students, adopt various examination results organized by off-campus training institutions themselves, or submit certificates and certificates of various competitions.

(6) Scientifically formulate enrollment sorting rules. In densely populated areas or schools with insufficient degrees, the education administrative departments at all levels shall, in accordance with the principle of "consistent households, independent property rights and consistent actual residence", arrange for local school-age children and adolescents to enroll in counterpart public primary schools or junior high schools. Education administrative departments at all levels should refine the sorting rules of different types of enrollment groups according to the actual situation of local students and announce them to the public in advance. (7) Reasonably determine the admission conditions of the children who move with them. The education administrative departments of counties, districts and development zones should continue to improve the admission policy of migrant children with residence permits. For areas or schools where the number of children of floating population is too concentrated and the degree is insufficient, the education administrative department may formulate specific implementation measures according to the actual situation and scientifically and reasonably determine the ranking rules for children of floating population. For migrant workers who hold residence permit in Guangxi Zhuang Autonomous Region, have legally stable residence in the inflow area, have legally stable employment, obtain residence permit, and have continuous residence time and continuous employment time of 1 year or more, their floating population children should be given priority when applying for admission by the government. If a public school has a spare degree after enrolling students with local household registration, it shall make use of the spare degree to make overall arrangements for the children who meet the basic conditions and rank at the top under the same conditions to enter school. All relevant junior high schools should do a good job in filing and managing junior high school students' registration materials, and accurately grasp the students' attendance for three consecutive years.

Third, strictly regulate the enrollment order of private compulsory education schools.

Private compulsory education schools running schools within the jurisdiction of ASEAN Economic Development Zone and approved by ASEAN Economic Development Zone or municipal level shall, in principle, enroll students within ASEAN Economic Development Zone, Xingning District, Jiangnan District, Qingxiu District, Xixiangtang District, Yongning District, Liangqing District, High-tech Zone and Economic Development Zone.

Private compulsory education schools, after qualification examination and publicity, can directly recruit the children of the organizers, the children of on-the-job staff of the school and its affiliated universities (or units) and the children of community residents. Those who exceed the enrollment plan will be admitted by computer random admission.

Four, co-ordinate the enrollment of special types and special groups

In case of any dispute over school placement, the education administrative department at the county level shall take the lead in organizing an expert committee on education for the disabled, evaluate and appraise their ability to receive compulsory education, put forward opinions on school placement, clarify the ways and specific schools for school-age disabled children and adolescents to receive compulsory education, and ensure that school-age disabled children and adolescents receive compulsory education.

Fifth, strengthen enrollment supervision.
