There are many departments engaged in urban management. Only the construction system is divided into planning, municipal utilities, landscaping, city appearance and environment, real estate, construction and other departments. In addition to the construction system, there are public security, environmental protection, industry and commerce, health, love health office, civil air defense and other departments, and various urban institutions are set up differently. The traditional management mechanism has not well followed the principles of systematic management and centralized management in urban management, and has been unable to solve the highly complex, increasingly diverse and unprecedented urban management problems.

Due to the lack of scientific and reasonable supervision and evaluation mechanism in the process of urban management, many problems, such as active management and passive management, good management and bad management, management and indifference, whether the problem is solved in time, whether the quality is solved in time, and whether the people are satisfied, have been neglected.
