The commemorative coins for the Winter Olympics are not free. They are ordinary commemorative coins issued by the People's Bank of China. The People's Bank of China authorizes commercial banks to make an appointment for public exchange. When exchanging, they need to exchange the equivalent RMB. The commemorative coins issued by the People's Bank of China will not be free. Only the commemorative coins issued by commercial banks themselves can be given to their customers for free.
