Article 20 of the Law of People's Republic of China (PRC) on the Prevention and Control of Infectious Diseases

Local people's governments at or above the county level shall formulate plans for the prevention and control of infectious diseases and report them to the people's government at the next higher level for the record.

The infectious disease prevention and control plan shall include the following main contents:

(a) the composition of the infectious disease prevention and control headquarters and the responsibilities of relevant departments;

(two) infectious disease monitoring, information collection, analysis, reporting and notification system;
