Currently, the domestic epidemic situation is extremely severe. Shaanxi, Henan, Tianjin and other places have successively reported new confirmed cases. In particular, the source of the epidemic in Tianjin is unknown, the transmission path is unclear, and the risk of spillover and spread is high. As the Spring Festival approaches, more and more people are returning to their destinations to work, do business, or study. In order to quickly and effectively prevent the import of the epidemic from surrounding provinces and cities and resolutely block the spread of the Omicron strain, the following emergency measures have been taken to control the number of returnees:

1. All townships, towns, and municipal departments must monitor all inbound and outbound passengers who have passed through Tianjin City since December 23, 2021, Xuchang City, Henan Province since December 18, and Zhengzhou City, Henan Province since December 18. For those who have been confirmed and returned to the designated place, we will immediately carry out a blanket survey and implement corresponding control measures.

2. All townships, towns, and municipal departments must grasp the movement trajectories of people who will be scheduled to return in advance, and establish information accounts one by one. In principle, people from the counties where medium- and high-risk areas are located and the counties where positive infections are located are not allowed to come and return for treatment; other counties in the city where medium- and high-risk areas are located are not allowed to come and return for treatment unless necessary. All non-residents in the province who are returning to the province must report to their respective towns, villages, communities, and work units in advance, and the communities and units will inform them that they need to hold a negative nucleic acid certificate within 48 hours to return to the destination.

3. The Municipal Transportation Quarantine Team will set up 8 quarantine stations and temporary nucleic acid sampling points at train stations, bus stations, high-speed rail stations, and highway entrances to conduct temperature checks, code inspections, and inspections for people arriving and returning to their destinations. Itinerary code and nucleic acid negative certificate; foreigners must take the initiative to present the nucleic acid negative certificate at the transportation quarantine checkpoint when returning. For those who do not carry a negative certificate, the transportation quarantine team will conduct nucleic acid testing on the spot at their own expense and push the personnel information to the relevant towns. The townships will be responsible for returning the returned personnel to their place of residence point-to-point, and supervise them to implement single-person and single-family home isolation. After the test results are issued, corresponding control measures will be implemented. At the same time, we will severely crack down on concealment and false reporting of itineraries in accordance with the law, and implement the legal obligation of individual citizens to proactively report.

4. All townships, towns, and municipal departments must implement their main responsibilities. Persons arriving and returning to their units and jurisdictions must check their negative certificates within 48 hours, check their health codes, itinerary codes, and inquire about their travel history. First, the "14+7" isolation and control measures must be strictly implemented for people coming and returning from medium- and high-risk areas, and nucleic acid tests must be conducted every two days. Second, other personnel must strictly implement a 14-day home quarantine and undergo nucleic acid testing every three days. If they cannot meet the conditions for single-person and single-household home quarantine, centralized isolation control measures must be implemented. The third is to implement 14-day home health monitoring measures for returnees from other counties in the city where medium- and high-risk areas are located, and conduct nucleic acid tests every three days. Fourth, for people returning from other low-risk areas outside the province, for the health and safety of individuals and their families, it is recommended that they undergo a nucleic acid test on the 7th day after returning and take personal protection.
