Tobacco licenses are generally valid for five years. After the expiration of five years, an application for renewal shall be submitted to the Tobacco Bureau. China's "Measures for the Administration of Tobacco Monopoly License" stipulates that the tobacco monopoly license is valid for a maximum of five years, counting from the date of issuance.

Article 23

Upon examination, if the applicant's application meets the statutory requirements, the Tobacco Monopoly Bureau shall make a written approval decision within 20 days from the date of accepting the application. If a decision cannot be made within twenty days, it may be extended for ten days with the approval of the person in charge of the unit, and the applicant shall be informed of the reasons for the extension. However, if laws and regulations provide otherwise, such provisions shall prevail.

The tobacco monopoly bureau shall serve the tobacco monopoly license to the applicant within ten days from the date of making the decision to issue the tobacco monopoly license.

The tobacco monopoly license shall be valid for a maximum of five years, counting from the date of issuance.
