Provisions of Jinan Municipality on National Defense Education

Article 1 These Provisions are formulated in accordance with the Constitution of People's Republic of China (PRC), the Military Service Law of People's Republic of China (PRC) and the Regulations of Shandong Province on National Defense Education, combined with the actual situation of this Municipality, in order to strengthen the national defense education of the whole people, raise citizens' national defense awareness, enhance the concept of defending the socialist motherland, and ensure and promote the smooth progress of national defense construction and economic construction. Article 2 State organs, social organizations, people's armed forces, enterprises and institutions, schools, residents' committees and citizens within the administrative area of this Municipality must abide by these provisions. Article 3 The municipal and county (district) national defense education committees shall be in charge of national defense education in this Municipality.

The National Defense Education Committee has an office responsible for the daily work of national defense education. Article 4 The functions of national defense education committees at all levels are:

(a) to publicize and implement the laws, regulations and policies on national defense education;

(two) to formulate the national defense education planning, planning and deployment of annual tasks within their respective administrative areas;

(three) to supervise and inspect the implementation of national defense education, sum up and popularize advanced experience, and commend advanced;

(four) to coordinate the national defense education work of the relevant departments;

(5) Organizing national defense education and publicity activities;

(six) to study and solve major problems related to national defense education. Article 5 National defense education should adhere to the combination of patriotism education, regular education and centralized education, universal education and key education, and theoretical education and behavioral education. Article 6 National defense education for cadres is mainly to learn and master national defense laws, regulations, orders, instructions, current affairs policies and military knowledge.

Education can take the following forms:

(a) in accordance with the unified arrangements of the National Defense Education Commission for on-the-job study;

(2) full-time rotation training;

(three) combined with local militia training to participate in live-fire shooting and other military activities. Article 7 The national defense education of militia and reserve personnel mainly includes systematic national defense current affairs policies, national defense common sense and knowledge education of national defense reserve forces.

Education can take the following forms:

(a) combined with conscription, militia and other related activities;

(two) through professional publications and correspondence education;

(three) combined with the annual training of the militia, centralized education for reserve personnel. Article 8 The education department shall take national defense education as an important part of school education, incorporate it into the teaching plan, and stipulate the education time.

Schools at all levels and of all types shall conduct the following national defense education for students:

(a) primary school students mainly carry out national flag, national emblem, national anthem and national defense tradition education;

(two) junior high school students mainly carry out nuclear weapons, chemical weapons and biological weapons (hereinafter referred to as "three defenses") knowledge education;

(3) Senior high school students and secondary specialized school students mainly carry out national defense laws and regulations, national defense obligations and national defense common sense education;

(4) Students in institutions of higher learning mainly carry out national defense theory, national defense laws and regulations and national defense technical knowledge education.

Students' national defense education can be carried out by combining classroom education with extracurricular education. Students above senior high school should have military training classes. All kinds of schools at all levels should carry out activities to support the army and give priority to their families. Conditional, you can use the winter and summer vacations to start a juvenile military school. The existing national defense education base should strengthen management and give full play to its role. Article 9 National defense education for employees mainly includes national defense common sense, "three defenses" knowledge, national defense obligations and national defense laws and regulations education. The national defense education of employees can be carried out through on-the-job study, full-time rotation training and participation in social activities. Tenth residents and villagers' national defense education mainly includes national defense common sense, "three defenses" knowledge and compulsory national defense education. It can be combined with conscription and military support activities. Eleventh national defense education for all kinds of personnel should ensure the necessary time, specifically designated by the Municipal National Defense Education Commission. Article 12 National defense education shall be organized and implemented according to the following division of labor:

(a) cadres according to the cadre management system, by the units responsible for;

(2) The people's armed forces departments at all levels are responsible for militia and reserve personnel;

(three) students are responsible for the education departments at all levels;

(four) the staff and workers are responsible for the subordinate units;

(five) residents and villagers shall be responsible for the residents' committees and villagers' committees. Thirteenth national defense education committees at all levels shall carry out national defense education publicity month activities in conjunction with the recruitment work every year, and carry out national defense education publicity week activities in conjunction with the "August 1st Army Day".

Departments of civil affairs, personnel, justice, civil air defense, news, radio and television, culture, publishing, etc. at all levels shall actively cooperate and use various propaganda tools to carry out national defense education and publicity activities. Article 14 Teachers of national defense education shall be selected by national defense education committees at all levels from local or military personnel with teaching experience and professional knowledge, and shall teach after special training. Fifteenth national defense education committees at all levels shall organize the inspection and acceptance of the development of national defense education. The standards for inspection and acceptance are:

(a) to carry out national defense education in accordance with the prescribed educational content and time;

(two) the number of educated people accounted for more than eighty percent of the total number of the unit;

(3) The passing rate of the educated is over 90%;

(four) the pass rate of the examination is above 80%.
