Earlier, mobile operators didn't know much about wireless value-added services, so enterprises need to explore them in advance. In this context, the first batch of SP enterprises were born. Most of the earliest SP enterprises were software enterprises, and finally they turned to SP by building system application platforms for operators, such as SMS platforms, including some enterprises that have been listed at present. If these enterprises are managed by operators, it is better to manage the value-added business platform of operators. They built the network, so they know more about the loopholes of the value-added service platform than operators, and even left a "back door" to make money when building the system.

The first batch of SP enterprises made tens of millions of annual profits and became nouveau riche. However, there is no threshold limit, no technical content, huge profits and low threshold for applying for SP, which makes telephone offices, paging stations, websites and other enterprises join SP in succession, and the SP industry is in an uproar for a time. Since 2002, the number of domestic SP has increased exponentially. By 2004, the number of SP signed with major domestic operators had exceeded 9,000. There are more and more SP enterprises, the market order is chaotic, and "grabbing money" is becoming more and more unscrupulous. 2004 became the peak year of SP and the beginning of its decline. The heavy punch of market rectification is aimed at this "target of public criticism".

In July 2003, China Mobile announced that it would stop all interest exchange between SP and Sina, Sohu and other personal websites through SMS and MMS platforms, and suspend SP's practice of charging fees for services unrelated to Monternet through SMS payment platform. At that time, more than 40% of SP shut down, and some big SP also suffered heavy losses.

On April 6, 2004, the Ministry of Information Industry issued the Notice on Issues Related to Standardizing Short Message Service, and on June 6, the Ministry of Information Industry issued the Notice on Launching Self-examination and Self-correction Activities of Mobile Information Service, which proposed a new SP access audit standard. According to this standard, if SP wants to join Monternet, it must have the relevant license issued by the Ministry of Information Industry. Sps that operate without a license or participate in the operation through affiliation and joining are eliminated.

In July, 2004, many ministries and commissions jointly launched the storm of "sweeping pornography and cracking down on the internet", and then China Mobile launched the "last elimination system" to clean up and rectify the SP team in the name of sweeping pornography. China Unicom has also strengthened its control over SP by launching a new SP management platform "Unicom is in the letter".

In 2005, the key word that resounded through the SP industry was still "strike hard". In September of that year, the Ministry of Information Industry officially ordered six basic telecom operators, including China Mobile and China Unicom, to crack down on SP violations. On September 30th, China Unicom announced that it would remove 125 sp from its wireless platform from the end of September. Due to the rectification, the income of most SP SMS services dropped sharply in 2005.

On June 2nd this year, China Mobile issued 1 1 opinions to rectify SP, in which 1 1 opinions, including several major framework policies such as customizing SMS products, changing monthly subscription, launching secondary confirmation in an all-round way, and severely punishing mass sending, all hit SP's weakness. This is also the biggest "strike hard" in the past six years, which has made almost all SP enterprises struggling.

Will the role of SP in the whole telecom industry chain be further weakened? Is there any living space for SP in 3G era?

Experts pointed out that the concept of SP will be more abundant in the future 3G era, and the differentiation of SP market will be further intensified. In the future 3G era, SP and operators will form the same interests based on the integration of capital, technology, users and marketing, and the market will form a monopoly pattern of several SP interests. SP takes advantage of its fast market response, advanced business philosophy, close to users and many market segments to become the vanguard of operators to attack the market, while operators take advantage of SP's flexible mechanism to respond to the market quickly, thus seizing market opportunities.

However, it is an indisputable fact that SP industry urgently needs to get rid of fraud, illegal sales and spam messages.
