It is understood that a few days ago, the Higher People's Court of Shandong Province made a big move to solve the "implementation difficulty" and cooperated with the provincial communication management company to punish "Lao Lai" through the communication network. Zibo Zhangdian District People's Court was designated as a pilot court by Zibo Intermediate People's Court, and a specific practical operation plan was issued. On April 20th, Zhangdian District People's Court issued a Notice of Assistance in Execution to China Mobile, China Unicom and China Telecom, requesting the communication company to assist in execution, and taking the lead in restricting communication for Lao Lai in China.

That is to say, when making or answering a phone call, the person subjected to dishonesty will play a voice before connecting, announce the information of the owner's dishonesty to the public through the telecommunication network system, or send it to the owner and his contacts through SMS.

According to Han Zengfu, president of the First Executive Court of Zhangdian District People's Court, the prompt tone can be divided into calling and called. The Zhangdian District People's Court collected, screened, submitted and repeatedly revised the edited contents of the voice content, and finally determined that the content of the incoming voice or short message of the untrustworthy person was: "You have been dismissed by the Zhangdian District People's Court of Zibo City, Shandong Province as an executor of dishonesty, please fulfill the obligations determined by the effective legal documents as soon as possible", and the content of the called voice or short message was "the owner you dialed". However, once the contract is fulfilled, Lao Lai will quickly revoke the punishment according to the time requirements.

For the screening of the first batch of applicable objects, the Zhangdian District People's Court selected 15 untrustworthy people, mainly some representative "Lao Lai". For example, there are legal representatives of enterprises who use enterprises as a shield to evade personal debts, legal representatives of enterprises who hide or transfer property to evade execution, legal representatives of enterprises who have the ability to perform but refuse to perform the obligations specified in effective legal documents, and legal representatives of enterprises who obstruct or resist execution by forging evidence, violence, threats and other means.
