How to intimidate others without committing a crime

It is not illegal to send threatening short messages to one or several specific people without causing any adverse consequences and injuries.

Threatening others is handled as follows:

1. If the other party verbally threatens, you can call the police. If it is an ordinary civil dispute, the police can mediate, and the police can also give public security penalties such as criticism, warning, fines and detention according to specific circumstances;

2. If the circumstances are minor, the public security organ may mediate; If the parties reach an agreement through mediation by the public security organ, they will not be punished;

3. If the mediation fails to reach an agreement or fails to perform after reaching an agreement, the public security organ shall punish the violator of public security administration in accordance with the relevant provisions, and inform the parties that they can bring a civil lawsuit to the people's court in accordance with the Law on the Handling of Civil Disputes.

4. Anyone who commits one of the following acts shall be detained for less than 5 days or fined for less than 500 yuan; If the circumstances are serious, he shall be detained for more than 5 days 10 days, and may also be fined up to 500 yuan:

(1) writing threatening letters or threatening the personal safety of others by other means;

(2) publicly insulting others or fabricating facts to slander others;

(3) fabricating facts and falsely accusing others in an attempt to subject others to criminal investigation or public security administration punishment;

(4) Threatening, insulting, beating or taking revenge on witnesses and their close relatives.

To sum up, if there are no other illegal acts, verbal intimidation and threats are illegal, and serious cases will be punished by public security management.

Article 293

Whoever commits one of the following acts of provoking troubles and disrupting social order shall be sentenced to fixed-term imprisonment of not more than five years, criminal detention or public surveillance:

Beating others at will, and the circumstances are bad;

(two) chasing, intercepting, insulting or intimidating others, and the circumstances are bad;

(three) extortion or arbitrary damage, occupation of public or private property, if the circumstances are serious;

(4) making troubles in public places, causing serious disorder in public places.

Whoever gathers people for many times to commit the acts mentioned in the preceding paragraph and seriously undermines social order shall be sentenced to fixed-term imprisonment of not less than five years but not more than 10 years and may also be fined.
